我英文水平不行，抛砖引玉吧，我觉得那个保险杠上的贴纸就是类似我们的城市牛皮藓，小广告之类的宣传，那种花费应该比较低

在没有前后文的情况下，基本同意前面的：
从舆论宣传的角度讲，很容易区分哪些竞选议题适于贴在小广告上，哪些适合广播在30秒钟的电视节目中。
我觉得隐含的意思可能是一面是非正式的小事（比如社区事物），有一些则是上得了台面的议题。
