Heads of govt schools to get more powers

The Khyber Pakhtunkhwa government’s working group on reforms in education sector has recommended delegation of maximum financial and administrative powers to the grassroots level to improve performance of government schools, according to officials.

“Actually quality of education in the public sector educational institutions has been on decline for around two decades owing to poor administration and centralised power,” according to an educationist, who is part of the working group.

He said that government schools would become result-oriented if the headmasters were empowered to take disciplinary action against the teachers for not performing duty.

“Currently the headmasters of high and higher secondary schools have no power to take disciplinary action against the teachers and other staff,” he said. He added that headmasters could not take disciplinary action even against a class-IV employee owing to political interference in the schools.

Obviously, if the headmasters were toothless, the teachers would not perform duty, the educationist said, adding that’s why results of the government schools were poor.

The working group has also suggested to the provincial government to devolve power to the districts currently exercised by the provincial government, officials said. The administration of education department on district level would be made accountable to the provincial government for the poor performance of the schools, they said.

The group suggested that district administration of education department should be empowered to post and transfer teachers of all cadres up to grade 20. Presently the chief minister is the authority to order posting and transfer of teachers in BPS-19 and 20 while secretary of elementary and secondary education has the power to transfer teachers in BPS-17 and 18.

Similarly, medical expenses, pensions, leave and several other matters, presently dealt by the provincial secretariat of education department, would be devolved to the districts that would be convenient to the teachers to solve their problems at district level.

Delegating more administrative and financial powers to the headmasters of the government schools was under considerations, officials said.

They said that a headmaster was the immediate boss of the teachers and other staff so he was in a better position to judge their performance. All matters in a school would be streamlined if a headmaster was empowered to take disciplinary action against the teachers, they added.

“Besides delegation of power to the school level, the active participation of community and parents in the affairs of schools will also be encouraged,” said a member of the working group.

He said that headmasters of high and higher secondary schools would also be declared the drawing and disperse officers of the primary schools located near their places of postings.

The headmasters of the high and higher secondary schools would be also empowered to take disciplinary action of the teachers of primary schools for their poor performing, the member of working group said. The headmasters would be enabled to stop salaries of primary school teachers as a punishment, he said.

The headmasters would be responsible for the results of the students, he said, adding action would be taken against the headmasters for poor results of the students.

He said that each headmaster would be answerable to the governing body to be established at school level. The provincial ministers, senators, members of the national and provincial assemblies and bureaucrats of different departments and prominent personalities in the respective area would head the governing bodies, he said.
