Here is my naïve understanding, based on the Ottoman mindset, vis-à-vis the current roller coaster “puppet show” in Pak:
- Why is the Pak Deep State so quiet? Why have they left the stage to IK? Is it like a “Gunah bizden gitti – sin has left us” syndrome?
- IK has got them to agree to the fact that a summary case of High Treason can be brought against the “three stooges”, and their minion maggots.
- IK has declared in “talk shows” he’s there to protect the Deep State, whose suggestions are no starters.
- IK has brought China into the equation to counter the USA.
- IK has publicly named and shamed the Biden administration to the extent that they’re disowning their stray dogs in Pak.
- IK is threatening to go to the next levels normal mortals would avoid.
- IK is promising to show the “Usual Suspects” their places.
- In short: Buck Stops Here.
- Etc.

Your expectations from Pakistan deepstate don't seem to be realistic at this point in time, considering the visible parts of the dynamics, both at present and in hindsight. Here are my two cents.
1- apparently, whether top leadership of establishment is sold out or for whatever (unfathomable other) reasons (e.g. as reported, internal conflicts??), have chosen to be spectators in this regime change drama on behest of US.
2- IK, at the moment, abstaining from going after them, because he thinks, establishment is important for survival of country on the map, at least. IK, most probably won't weaken the institute. He has mentioned how differe foreign powers desire to make Syria/Libya etc. out of Pakistan and how it requires the institution for survival. He may elaborate this point in coming days.
3- Deepstate has fought long war and been doing what you are expecting from them. However, having representatives of international establishment on every key position, only people willing to fight 'till end', will choose to fight anymore. In hindsight, now that gloves are off, we can imagine, who made all those important appointments which IK was reluctant to make in past. Let's see how many sons this god forsaken nation still have, unwilling to sell the motherland. In your words, IK may go levels, normal mortals don't dare, but he is facing a plethora of "cherry blossom" on every level and in every state institution, well connected with foreign powers.
4- With so many things being exposed, Pakistan don't seem to go back to what it has been in the past few years. Most probably, International establishment would make it Egypt of this region by placing some version of Sisi at top, as PDM-setup is too unsustainable and unreliable for them, due to many reasons. By doing so, it would try to achieve its own objectives in the region. It a been pratice in past, but with emerging new world order, its effectiveness has question mark.
IK remains the X-factor.
