Former minister of state for revenue Hammad Azhar has been elevated to the post of Federal Minister for Revenue Division, according to a notification issued by the Cabinet Division.

As per the notification dated July 8, President Arif Alvi administered the oath to Azhar for his new post yesterday.

Azhar will no longer hold the office of state minister for revenue.

With Azhar's ascension, Dr Hafeez Shaikh will cease to hold the portfolio of adviser to the prime minister on Revenue Division. He will continue to serve as the adviser to the prime minister on finance and economic affairs, however.

In June, Azhar had presented the PTI government's first annual budget in the National Assembly.

While addressing the NA, Prime Minister Imran Khan had heaped praise on the minister for his "composure" and the manner in which he conducted the budget session, announcing: "He has now earned the federal ministership for himself."

According to his profile on the Federal Board of Revenue website, Azhar graduated with a bachelors degree in Development Economics from the University of London’s School of Oriental and African Studies.

He then completed his postgraduate diploma in law from the BPP Law School in London. He enrolled for the Bar Vocational Course in 2004 and was formally called to the Bar at The Honorable Society of Lincoln’s Inn in 2005.

These special ministries created to shower powers on those who helped financially a political party and arranged to buy candidates for them.

They no need to go through elections but appointed on the basis of selections.

As best, as I can. Apologies, in advance, for any mistake:

1) There is no Finance Minister. Consequently, the portfolio is held by the Prime Minister.
2) You are right. Advisers do not necessarily need to be elected officials.
3) A new state minister for revenue is not necessary. Many ministries don't have Ministers of State.
4) Chairman FBR is a special appointment, by the Prime Minister. He may be a bureaucrat or anybody else, fulfilling, of course, a certain criteria. I am not sure of his ranking protocol.

I'll try to shed 'some' light:

2) A minister in the cabinet is an elected parliamentarian. An advisor to the prime minister is a technocrat who holds the rank of a minister. Appointing an advisor in this way allows the PM to place a technocrat or a subject matter expert in charge of running a ministry instead of a politician.

1) The Advisor to the PM on Finance, Dr. Abdul Hafeez Shaikh is the Finance Minister. He is not a politician, he wasn't elected to the parliament, so the PM has appointed him as an advisor with ministerial powers.

3) There will be no new minister of state for revenue. Hammad Azhar's has been elevated from a 'minister of state' to a 'federal minister' The 'minister of state' is simply a junior minister, so to speak. A minister holds higher rank than a minister of state, but both do the same job.

4) The chairman of FBR is usually a bureaucrat. But the prime minister can hand pick someone from outside the bureaucracy to run the FBR. Shabbar Zaidi is like a CEO of the FBR. He is from the private sector. He was appointed on the basis of his expertise as a tax man. The previous chairman of the FBR was a bureaucrat, a civil servant. He does not have the rank of a minister.

Both are elected parliamentarians, either member of National Assembly or Senator. The level of Federal Minister is higher than that of the Minister of State, in authority, responsibility as well as protocol. Generally, when a ministry have both, the Federal Minister delegates some of his authorities and responsibilities to the Minister of State. A Minister of State is deemed to act in consultation with the Federal Minister. Not all the ministries have Minister of State. Generally, it is made in ministries, with larger areas of responsibilities.
