Ask him to go visit Qatar/UAE on a visit visa. Appear in walk-in interviews. Trust my fresh graduate friends with no experience got jobs under 1 month time who visited UAE on visit visa. This man already have gulf experience so he will be prefered.

The best way for him is to connect with recruiters on LinkedIn or send his CV to various permanent recruitment agencies in MENA area to get noticed. Most interviews are done over Skype these days, ultimately will depend on how well he/she can showcase talents.
