It won't cost that much, large orders come with discounts.
Malaysia's navy personnel count has to increase. Either that, or it would get more and more of Huang Huikang interfering with its domestic affairs. Threaten to invade it and send navy vessel close to Malaysia's border. Next thing you know they will take over all of Malaysia and take Malay girls into their harems.

2. Once they have entrenched themselves in weaker nations, they will act.
You have seen this. They act meek against France when French police did the right thing against Chinese ill behaved criminal. They act meek when American Australian or Western navy tours South China Sea. But against weak Malaysia, they threaten action and interfere in domestic affairs and not only that, they ban hijab and beard in China and proudly strut off this achievement.
Muslims must make a choice. Every non Muslim is treating you like scum today because you are weak.
Either you think your country, your lives, your dignity is not worth the money effort talent and dedication needed to defend it.
Or you get up from your slumber and act to defend them at any cost.
Before we digress, let's agree that Malaysia needs to beef up its navy against Chinese encroachment. Either that, or it would have to bow its head in shame.
Since talks on purchase of Rafale are ongoing and they are already building the Gowind frigates, they have also bought 2 Scorpene subs but without AIP I believe, then they can get all that I have mentioned. Egypt has got more or less the same and Egypt faces much less of a threat.
