Govt servants doing two jobs at once is a crime: CJP

ISLAMABAD.: The chief justice of Pakistan has termed lying and deceit as the main problem of the country, saying people are deceitful in this country.

“A government employee, who does two jobs and lies about it, does not deserve any kind of a job,” remarked Justice Asif Saeed Khosa, while heading a three-member bench, hearing a case of Lubna Bilqees, a government servant doing two simultaneous jobs in erstwhile Fata.

During the hearing, Bilqees said she was appointed as a teacher in Grade 9 at City School in 2009. In 2012, she became a lecturer in Grade 17 on contract basis. “After starting the lecturer’s job, I took a year-long unpaid leave from City School,” said Bilqees.

The CJP replied that after one year Bilqees’ contract was further extended, went on with the lecturer’s job and also continued receiving salary from the City School in her bank account.

Bilqees’ counsel apprised the court that his client had returned all the salaries.

Justice Sajjad Ali Shah said, “You committed fraud. Submitted the resignation with the City School after three years.”

The CJP said, “You can’t neglect the facts. You did two jobs simultaneously, which is a crime.”

Justice Khosa said the main problem in the country was of lying and deceit. “Everyone is deceitful in this country,” remarked the CJP, wondering if the educated ones were deceitful, what would the illiterate do?

“Lubna Bilqees thought that it was a matter of Fata so no one will know about it. After this, Lubna Bilqees is not entitled to hold any public office,” remarked the CJP.

After the court’s remarks, the counsel requested the bench to withdraw the appeal.

The court accepted the appeal and dismissed the petition.
Earlier, the Khyber-Pakhtunkhwa High Court had turned down Bilqees’ appeal of allowing her to do two jobs simultaneously.

After that, Bilqees had approached the Supreme Court.

But SC should also ensure that all employees are getting sufficient compensation so that they are able to support the family otherwise SC/govt tops up their accounts from the social help to cover their monthly expenses.

If not, then don't interfere and the poor guys manage their lives however they can in halal ways because otherwise you would be forcing them to haram means.
However, what she did seems to be a fraud. She should have resign and do two jobs in private sector.

Sure but if they are taking bribes to support their families SC is fine with it.

How is it possible to have two govt jobs at one time maybe in one department a full time job and in some other as a ghost employee

Sir as CJ has all resources just like previous CJs so he can deliver such remarks, the blind justice is the worst justice which is done in Pakistan without any shame. Now people having handsome salaries even facing serious financial issues, it is much better to allow people to get their livelihood from every legal mean as possible, rather than restricting them and pushing them to adopt unfair means or lies. Already the SC has given questionable verdict in case of Mobile Cards.

A civil servant can't hold two paid jobs, anywhere in the world without explicit written permission from relevant authorities.

Ban on this person securing a government job is completely justified. She's lucky she's not going to jail.

The headline is mins-leading.

This woman was claiming 2 full time salaries and only doing 1 job. It's a clear cut case of fraud.

Don't know how these cases get to the supreme Court.

What is an even bigger fraud is people here are defending this person! and claiming that "because the economy is bad" even the "rich have become poor", forgetting that this goes back past 3 years.

To your question I believe the woman herself petitioned the SC after it was shot down in KPKHC.

Yeah I read the details now. She took leave and kept receiving salary from her school job while started another job as a lecturer which is totally wrong. If she was doing a job in the morning and other in the evening or weekends etc then I would say it was okay for her help her family.
I know most of the lecturers in Pakistan run private academies / tuition centres in Pakistan, a lot of professors are guest faculty members of many private universities and colleges. Same is true for the medical Drs who do private practice in the evening. It represents a conflict of interests because they are doing the same work/business: one in govt office and other in private.

I don't understand why the school would pay for her services when she is on "leave". Schools are not that generous. There is something wrong here. There is nothing wrong with running a private business provided it is not during the hours you have agree to in a contract/position.
