We need new cities. Along Gawadar, Baluchistan should have atleast one more major city (2.5 million capacity) in central Baluchistan. Similarly Punjab should also built a new city in South Punjab (or expand an existing city to hold a population of 3 million atleast). Sindh also need one in rural Sindh areas. KP is already in process to build two cities, one near Rashakai and one near Harar, Haripur.

you have to look at logistics

for Baluchistan a city doesn't make sense apart from coastal cities
..we should develop gaddani, omara and gawadar as new cities.

for punajb ravi is good start

as there is nothing to sustain a city in center of baluchistan

Coastal cities will be at huge risk in this century and coming ones with global warming and increasing sea levels. You don't want a Paris in every coastal city. The prevention cost alone will be in billions for each city. Having 2-3 coastal cities is one thing, Planning all new cities to be coastal is another and not recomended. Gawadar will play a huge role as a coastal city, it will tackle the migration from surrounding districts, a new city in the middle of Baluchistan will make sure those districts also have the se opportunity. You can not evacuate people from villages by force but if you give them a good quality standard of living in 150-200 km. They will ultimately shift as they find jobs in that new city.
as there is nothing to sustain a city in center of baluchistan

Quetta is in the middle of no where. Far from border, far from coast, far from major national roads.... Still it exists and provide good quality living, jobs etc to million plus.
