The other day well known mini-screen face Rauf Klasra as a “breaking news” updated his millions of viewers from this unfortunate nation that the President of Pakistan (H.E Dr. Arif Alvi) had moved a Summary seeking restoration of his office budget. The government of “پاکستان نیا ” as every new government did such juggleries, as a show-piece towards so called austerity reduced individual budgets of Ministries and Divisions. President of Pakistan about whom last month also came delighting news about his 28 crore spending in excess of approved budget and seeking quotations at Rs. 18 crore for parrot cages, through this summary demanded restoration of the cut earlier made in his office budget. The argument given is that he was doing a marvelous job and delivering to the nation, hence he should be exempt from the provision of any such government measure viz austerity.


2. This argument of “doing good work and serving the masses”

is not for the first time. There are lot true stories in the coffins of we the unfortunate nation. Unfortunately these self-claimed good deeds done always are immaterial and invisible except for academic in nature and practically of no benefit to the people. For example the list of marvelous national jobs done by late General Zia ul Haq included one such a good deed that during his tenure ﷽‎ was written on the official Government letter heads.


3. One fine morning Mr. Justice ® Syed Usman Ali Shah, the then Federal Ombudsman, addressing a press conference in his Lahore Regional Office showcased his voluminous performance (same figure work). A reporter stood up and questioned as to how the Ombudsman recently purchased a new high capacity car against the government imposed ban. The then Ombudsman angrily raised voice “you people were emphasizing on just a minor violation of rule but are not seeing the volume of work and services I am providing to the nation”. One’s doing voluminous work (though in files), thus means, gives him as Dividend a licence to do anything against Law.


4. Another reporter then questioned that under the law, a Government vehicle could not have a tape recorder while his new car had. Justice ® Usman Ali Shah bitterly denied that there was any tape recorder in his car.


5. At the end of the press conference when Justice ® Usman Ali Shah, the then Federal Ombudsman, was leaving his regional office the reporters surrounded his car. A few through the car widows fingered towards the visibly installed tape-recorder, when one reporter commented “may be the ombudsman sahib closed his eyes in the car”. At this Justice ® Usman Ali Shah lost his temper and shouted that he could take contempt notice against them. If the memories in this too age are not bent to let down, this old remembers the contempt threat was the main headline of the Lahore newspaper next morning and the Daily Khaleej Times Dubai carried it as a small news item that the Ombudsman in Pakistan interprets that one who did extraordinary good work, his violation of any law was not cognizable by the State.
