Yes, it is supposed to be passed. Procedure is that veterinary doctor inspects the animal and clears it for slaughter only in approved government slaughter centers. Meat is then stamped by veterinary department before it can be sold to public. Many here may not be aware of this but when you buy meat, you are suppose to check it has been stamped by officials.
Problem comes when sub-standard or dead meat is produced and supplied to eateries directly. A person eating at a restaurant has no way of knowing if meat is hygienic or even Halal. Pakistanis love to eat meat and higher demand and inefficiency of government officials drives such heinous business. Inefficiency has its roots in so called democratic system of Pakistan. Here is how it works.
Veterinary department is under respective provincial governments but their check and balance is under local governments or district governments. A very fair system indeed. However our so called democratic leaders have been so inefficient that they dread local government elections. Despite the fact that constitution of Pakistan bounds them to hold local elections, they have refused to do so. If they do they will lose and new generation of politicians will start to emerge, threatening their political future. In immediate terms, they will lose control of resources at the disposal of district government bodies. There is more to it. All democratic (so called) leaders have great business empires in Pakistan. For example Sharifs have Sugar mills, food factories, farms and steel factories. Say they have a sugar mill in a specific district. When sugar cane crop is ready reach winter, they will impose a ban on that district that no farmer can take its produce outside the district or pay at least a hefty fee for it. In the absence of local government, these orders are executed by government officials who are from executive branch and working directly under provincial or federal government. Farmers are stuck now. They are forced to sell their produce at a Sharif family factory at meager price or risk losing it all (Sugar cane can not be stored. It starts losing weight due to water evaporation immediately after harvest). So this is the real face of democracy in Pakistan and that is why people hate it so much.
A common man doesn't give a damn about democratic ideals or some fancy human right utopia or minority rights. He wants his future secured and his rights to make a living protected and that is what military ensures when it comes to rule. People see immediate changes and economic freedom. These stupid bans are withdrawn immediately on military orders and a crack down ensues on corrupt officials and factory owners. Soldiers are visible to them ensuring they are not exploited. Like the meat matter we are talking about, well it was most strictly ensured in Gen Zia time. He may be a bigot and fundamentalists but country has seen fastest economic growth in his time. He was ruthless when it came to such cases or cases like rape. For example a single child rape case in a district occurred and he brought entire state machinery to task. Arrest was made within 24 hrs, case in court in 3 days, court conviction in a week and appeal thrown out within 3 days. Don't get me wrong here, he has done great damage to our society. But if you think from a common man's perspective, it is the military that delivers and the politicians which rob him his future. Why would he not support military?
