It's criminal negligence of PMLN government for not exploring new prospects. And yes, if you have unexplored promising prospects, governments all around the world double their exploration efforts. Here is an example,

"In total, 39 firms had applied for the offered acreage, up from 33 companies that applied in the
previous round a year ago, when the ministry awarded 56 exploration licenses."
They awarded 56 licenses in Jan 2017, 75 in Jan 2018, and are planning their next round for Jan 2019, for which 38 oil companies have already bid.
