Minister for Information and Broadcasting Qamar Zaman Kaira on Sunday admitted that there was a need for bringing about a change in the country but it would take time as the situation could not be changed within days. He questioned where in the world everything could be rectified in five years.



Kaira stated this while addressing different functions and talking to reporters in Lahore and Lalamusa.He said for democracy and restoring the Constitution, the PPP government took all possible measures. However, he admitted terrorism could not be eliminated completely despite all-out efforts.



Kaira claimed that the backbone of terrorists had been broken and the situation was not similar to that of 2008 when the PPP had assumed power.Kaira said democracy was the best system of governance all over the world and states were governed on the basis of principles, and not through the use of force. The minister said the PPP always showed respect to the judiciary.



He said a caretaker prime minister could not be nominated before the dissolution of the assemblies. He hoped a consensus among all the stakeholders would be developed over the caretaker government within three days of dissolution of the assemblies.



The minister said the caretaker prime minister would be nominated in consultation with all the stakeholders and the caretaker set-up would be formed as per the Constitution. Kaira said according to the Constitution, the consultation process for a caretaker set-up could not be launched before the dissolution of the assemblies.



He claimed that the Punjab rulers were supporting the banned organisations. The leaders of banned groups were provided protection as they travelled in ministers’ vehicles, and they had opened their offices in different cities, he added. The minister alleged that the chief of a banned organisation had been taken into protective custody on the name of arresting him. He said extremism was the only threat to democracy now.



In reply to a journalist’s question in Lalamusa, Kaira said the role of caretaker governor and caretaker prime minister had been very limited. The caretakers could not take any policy decision, he added. “They are installed to run day-to-day government affairs and support the Election Commission,” he maintained.



Responding to a question regarding Samina Fakhar Pagganwala’s statement in which she claimed that she would contest election from NA-105, while Deputy Prime Minister Chaudhry Pervaiz Elahi of the PML-Q and Water and Power Minister Chaudhry Ahmed Mukhtar of the PPP had also announced contesting election from there, Kaira said nobody could be stopped from contesting election. However, he added everybody should be loyal to his/her party. If the PPP leadership would ask him not to contest election from NA-106, from where he had been elected twice, he would obey the party’s decision, Kaira added.



APP adds: Meanwhile, Qamar Zaman Kaira appealed to the judges to stop the media from publishing or airing their remarks during the hearing of a case. This would remove the impression of trial of any specific party, he added.



Addressing a seminar on “Why democracy is obligatory for Pakistan”, Kaira said tickers on news channels about judges’ remarks could damage the campaign of political parties. Only the court decisions should be published, he added.



Kaira said the PPP respected the judiciary and it had always accepted verdicts even if those were against the party like the judicial murder of Zulfikar Ali Bhutto or removal of its prime minister. He said the PPP would support the move if media persons and the Election Commission prepared a code of conduct for covering elections.



Kaira said the PPP-led government had made fundamental changes in the democratic system and now it was time to deliver. The next government will be able to deliver, he added.Talking to a private TV channel, Kaira said the PPP government introduced consensual democracy in the country’s politics and all the matters would be solved with the consensus of all the political parties.



Kaira said the Election Commission of Pakistan had full powers to ensure transparent elections. He said the caretaker government would have no influence on the coming elections and the ECP would exercise full powers to conduct free and fair polls.



The minister said assemblies would be dissolved by the mid of next month, after the completion of democratic tenure. He said all the stakeholders wanted free, fair and transparent elections in the country.
