I didn't say these two guys did all the corruption, but you surely have no clue how corruption works, NAB have settled the scandal by certifying that there was Rs. 2 billion corruption and they recovered all of it with plea bargain. Case closed, no more probe needed in these projects, hence only these two guys were culprit. You are talking about 50%, I have seen 100% being looted.

9% of total project sound very high to me. This is how corruption is done otherwise it will be too obvious from start. Its still better then nothing and shows NAB actually have something.

Dude, have you ever seen the bills of government projects? Thing which you can buy for Rs. 5 from corner shop, it will be Rs. 50 in Government's expenses.
