LUCKNOW: The Lucknow metro-rail project will be on track in three years, chief minister Akhilesh Yadav committed to residents at the foundation stone laying ceremony of the project at 32{+n}{+d} battalion of PAC campus on Kanpur Road.

The metro ceremony on Monday was a well-timed event a few days before the Election Commission's code of conduct is to be implemented. SP government is leaving no stone unturned to win over people before Lok Sabha polls and has been on a spree to launch various development projects which were stuck up for months but were strategically launched only before elections.

The project was announced almost a year ago during the budget session but got in-principle approval from government of India only in December. Arranging for the projects' funding took a long time. The extended delay was reflected in the speech of SP chief Mulayam Singh Yadav presiding over the ceremony as he said "CM should ensure the project gets competed in one and half years rather than making people wait for three long years. During my tenure, I always ensured that foundation stone is laid only when ground work began on a project. CM should make officials work in day and night shifts to ensure completion on time."

The ceremony wasn't free of political colour with ministers taking a dig at rival parties BSP and BJP. PWD minister Shivpal Yadav said despite their criticism of SP for poor development in UP, the Gujarat government had not been able even to lay foundation stone of metro rail till date. Urban development minister Azam Khan criticised BSP chief Mayawati for having wasted crores of rupees on giant memorials rather than addressing public grievances.

In the first phase, North South (N-S) metro corridor from Amausi Airport to Charbagh (approx 23 km) is to be constructed, out of which stretch from airport to Alambagh will be taken up on priority. The depot for N-S corridor is to be built on 52.87 acre land of PAC campus which has been transferred by the government to Lucknow Metro rail Corporation (LMRC) on February 28, free of cost. LMRC will be redesigning PAC multistoried buildings on remaining 30.13 acre land at its own expense.

LMRC, a special purpose vehicle, had been registered under the Companies Act on November 25, to execute metro-rail project in city. Officials assured that since foundation stone had been laid by CM, construction work would begin soon. Padma Vibhushan, E. Sreedharan, who has successfully handled many mega projects in country like Konkan railway and Delhi metro, has been appointed principal advisor of LMRC.

Sreedharan could not make it to the ceremony but greeted the CM, cabinet ministers and public through video conferencing. He thanked the government for giving him responsibility to counsel Lucknow metro project. Sreedharan is popularly known as 'Metro-Man' for successfully completing many rail projects of country in limited cost and ahead of time. He assured to complete Lucknow metro-rail too before three years.

LMRC officials said Sreedharan would be coming to Lucknow next week to decide on ways to head the project. A senior official said "we will see how work has to be awarded, whether it would be on turnkey basis or not. Once the format is ready, we would start inviting tenders." He said since Sreedharan was also handling Kochi metro in Kerala, he can't be stationed permanently in Lucknow but will keep coming to city often. "We will be in touch with him through phone and Internet to seek advice on the project time to time", said LMRC.

Interestingly, the programme appeared more as foundation day ceremony of the depot rather than the corridor. Though the stone reads it is foundation of the depot, the government cleverly cloaked the event as launch of metro construction. Officials claimed the project would take off soon, but remained evasive about speculations that no work can be awarded during the code of conduct.

The ceremony was attended by SP chief Mulayam Singh Yadav, PWD minister Shivpal Yadav, urban development minister, Azam Khan, medical and health minster, Ahmad Hasan, advisor, externally aided projects department, Madhukar Jetley, chief secretary, principal secretary, housing and urban development, secretary housing and MD, LMRC, Rajeev Agarwal and other dignitaries.

Lucknow airport se Lucknow railway station kitna dur hai? Ek ghante me pahuch sakta hu kya?
Will land at Lucknow airport at 5 PM and then gotta catch train from some charbagh railway station at 6 pm.
