In what could be a sign of fatigue in a long-lasting military relationship, India has conveyed to Russia that it cannot carry on with the proposed project to jointly develop and manufacture the next generation of fighter jets till Moscow addresses concerns about technology sharing and costing.

India and Russia are on the verge of inking one of the biggest defence manufacturing deals to develop and produce the fifth generation fighter aircraft (FGFA). Its research and development (R&D) will cost $11 billion (Rs 66,000 crore) with India paying half of it. This will be followed by a potential $30 billion deal to make some 200 planes for the Indian Air Force. As negotiations have dragged on for four years since the FGFA was first announced, India has raised issues of technology; its transfer; New Delhi’s role in development of the plane and the actual per-unit cost of the plane.

Top sources said there have been no answers from Russian delegations at routine talks — the last one being a few weeks ago — and it probably needs political intervention to sort it out. The matter will be slotted for discussion when Russian President Vladimir Putin arrives in New Delhi for the annual summit next month.

Under the existing terms, it is pointless to even think of signing the R&D contract. There are some key sticking points for the IAF that are holding up its decision, said top sources.

New Delhi says since it is paying 50 per cent of the cost, it should be doing half the work on the FGFA. At present, the Defence Ministry-owned public sector undertaking Hindustan Aeronautics Limited (HAL) — under the proposal — is mandated to do only 13 per cent of the work.

India has asked Russia to convey the tentative cost on per-plane basis. Since six prototypes are flying, this would not be a problem. But so far, there has been no answer, a source said. The intellectual property rights of the plane would be held by Russia, which has so far, refused to fit HAL-supplied pieces without certification, meaning if India has to re-fit its own pieces, it will need the nod from Moscow.

i dont get it first time i saw MCA/AMCA concept on social media was way back in 2006 and even today they dont have anything concrete and are running after russia ...

why should russia oblige them onli why not anyone who has money ?

thing is there is still time what india needs to do is

1. buy at least 8 squads of FGFA and in time develop its own AMCA & AURA and to get the job done on time take help of japnese and israelies and french if they are willing and not too greedy this time

2. try to prep up private players to make/assemble/job worklatest defence erquipment on high priority and fast track basis and that to in joint venture with global players

even if now HAL , ADA or MOD dosent wajkes it will be too long and we might have to acsept russian blackmail

we should also come owt of this parnoia about american techs as americans , japnese , koreans , viets , australia and some others want us more than we want them its all about trade and mutual benefits

The problem is we want too many modifications and design changes from the original which are difficult to implement considering the complexity of the machine.

In addition, IAF's primary objections to the fighter's preliminary design features included the inadequacy of its AL-41F1 engines, its stealth features and its weapons carriage system. Differences also emerged over the operational capability of the Byelka active electronically scanned array (AESA) radar. Additional IAF concerns include the overall development cost of the aircraft, its maintainability and safety features.

Russian officials, however, have reportedly told the IAF that many of its concerns will be resolved soon. They maintain that the prototype PAK-FA's NPO Saturn AL-41FI engine is a temporary solution, meant only for the duration of flight-testing, and that a replacement power pack is under development. Similarly, the AESA radar's proficiency is being improved alongside other systems.

The IAF is also annoyed over Russian reluctance to share design information on the T-50 PAK-FA -officially designated the Perspective Multi-Role Fighter (PMF) by India - despite New Delhi being an equal financial partner in its development costs.

So there it is! It is hoped that all these issues would be sorted out soon so that induction into the IAF could commence by 2021 -22.

If we are not getting enough benefits, get out of the joint production and just buy and make it like MKI model while continue with AMCA.

What kind of Logis is that??? its a joint development, if it costs 10Billion then why should we pay more than that??? Stop being a moron

What India going to do with 5th gen technology when it cant do with 3rd gen. Just pay cash and get the machine.

India needs to understand one thing.... Russia is an unreliable partner......... they are a lost cause with myopic vision of the world. They'll basically scam anyone with money. Bait and switch is what they are best at (try to understand the last sentence and you've modern Russia in a nutshell)
