FBR launches crackdown against 169 wealthy non-filers

October 2, 2018 (MLN): Federal Board of Revenue (FBR) has launched a crackdown against potentially wealthy non-filers, on the instructions from Finance Minister Asad Umar.

Around 169 potential non-filers have been rounded up who have bought over 3000 CC or larger cars and have paid millions in property rents, yet have not made any tax payments or filed tax returns. FBR plans to take strict action against these individuals.

These individuals are known to have made large business transactions and financial deals recently.

All tax evaders who have recently purchased properties worth over Rs.20 million, 1800 CC or larger engine cars or received rent to the tune of Rs.10 million or more annually will be tapped down by FBR.

Drive for the recovery of tax from these big tax evaders is being launched across Pakistan without any discrimination.

The FBR has further warned the tax evaders to file their tax returns and pay their due taxes within the due date

ISLAMABAD: For the first time in history, the Federal Board of Revenue (FBR) has crossed the mark of 1,800,000 income tax filers for Tax year 2018.

A statement issued by FBR here on Sunday said that the board was committed to broadening the Tax base to truly make the country self-reliant. The FBR would continue with its efforts of creating awareness about the importance of paying taxes not only as a civic duty but also for the growth of the economy.

The statement said that the institution was devoted to facilitating the public in helping to not only fulfill their tax obligations but also to create an enabling environment that fosters economic growth. The institution is also geared to act against those guilty of not fulfilling their tax obligations, the report said.

FBR could not have achieved this landmark without the cooperation of the taxpaying public, said the statement, adding that together with the support of people, the dream of a vibrant Pakistan would become a reality.

Pakistan should introduce a law , to allow people to report in certain people who live a lavish style

i.e
a) Visible Massive homes Tripple story , and massive farms
b) Owners of 3-10 Cars
c) Owners of popular Restaurant chains whose business sells massive amount of meat and rice
d) Owners of factories
e) Anyone owning private Jet
f) Anyone owning expensive foreign cars or exotic cars
g) Anyone going to the Fashion shows and other places of richly pleasures
h) Anyone with 1-5 guards travelling with them
k) 100% report in people driving around in VIP protocol
  • Anyone who reports in these people gets 15% of the Loot FBR will extract from the Rich

Places like Raiwind Mahel , and Bilawal house are 99% Prime Areas for a Raid


Anyone driving Around BMW , Ferrari , Porche , Land Rover, Mercedez should be obvious FBR targets

Report in their Address

or

Reporters report in their Car Number Plate

or Reporter reports in their Business Address



FBR Officer:
Should check the Name/Address and find the name of owner of home and do check on resident of the house if they all filed taxes

If a positive match is found , Government issues the reporter a Bond in value of 15% recovered from Looters , which can be cashed in 6 years time

1,800,000 is still penuts in country of 200,000,000 Million people

Households alone in Pakistan are around 50,000,000 to 75,000,000 homes
Household = 1-4 people in one , with 1 person being the bread winner

Going after tax evaders will have to done done like National Consensus Door-To- Door operation



Launch Door to Door Military Ops + FBR and in 3 month , we will have 10 million new registrants in system

FBR + Rangers need to go door to door to raise awareness now

Let people know in 3 months Raids will start so they have 3 months to file taxes
on free website or go thru accountant or face the Raid Door to Door

And get Fines !!! If they can't produce Documents

so now courts will issue bail before arrest to all 169 "wealthy" non filers! judiciary is amazing in Pakistan!

Country can't be fixed with just 10 -20 wealthy big fish
200 Million people all need to be registered in system

Or at Least the owner of the home or working


200,000,000 > 169 people


The only way to get Maximum people registered is by a Door to Door , campaign run by Ranger force + FBR. Similar to a national consensus

  • Once public will start to get 50,000 Rupee Challan or 1 Lakh rupee Challan they will come to their senses
  • After Challan is issued give them 30 days to file on website or thru accountant

FBR officers would issue fines on the spot payable with in 30 days if the owner of home or business can't produce their Tax Filing Record copy or if they don't check out to have paid on website



Just knock on Door Pass out Tax Challan if Taxes not filed

200 Million people all need to be registered in system
Slow down Sir. Think about the population demographics. We can try to see how many of the ~210 million souls living in Pakistan should be registered for Tax purposes as well as how many of them would be liable to pay taxes. I have below some figures from wiki (not the best source but for guestimate, good enough)
0–14 years 35.4% (male 35,475,647 / female 33,586,757)
15–64 years 60.4% (male 60,766,105 / female 56,886,961)
65 and over 4.2% (male 3,890,840 / female 4,325,538) (Jan. 2017)

So Lets say we are to exclude anyone under 14 (I would like this lower limit to be 18 but don't have data) and over 65 from the tax base. This will leave us with ~60% of the population which should register for tax filing.
210*60% = 126 million people

Now lets look at the demographics of these 126 million people to find out an approximate number of people who should be paying tax.
The total Labour force of Pakistan is about ~70 million and 5.9% is unemployed. This will leave us with around ~66 million employed people.
So these 66 million could be liable to pay taxes.
Lets look at the criteria for Tax paying. To make things simple I assume after the mini budget people pay on the following tax brackets:
0.00 - 1,200,000.00 No Tax
1,200,000.00 - 2,400,000.00 - 5%
2,400,000.00 - 4,800,000.00 - 10%
4,800,000.00 - Max - 15%
Lets look at the labour force which earns less than 1,200,000. I couldn't get the data for people who would fall under the No tax bracket but I believe the vast majority of those ~66 million would fall into this bracket.

Hopefully by now you will get the idea that it is easier said then done. Government and the populace both are to be blamed in this case. The aim should be to make life easier for the general populace and not the other way around. The literacy of Pakistan is also very low (~60%) which means even if people want to register they will have hard time. I don't have time right now otherwise I would've done a detailed analysis. I will just say look at the population demographics (age, earning, literacy). Correct the system (make it easy to file, no blackmailing etc).
