Ah the good old mantra of "Talks can't be held at a gun point. There needs to be peace in the valley for talks to happen".

So were you talking to them during the decade long peace in the valley? No you were not, people left the armed struggle, Pakistan under pressure from the US minimized its support for the mujahideens and you in your arrogance thought that you have solved the Kashmir issue.

The present movement in Kashmir is different to 90's as it is much more of an indigenous movement than one instigated by us. And the way modi regime is handling this, the situation will only get worse for India.

There is no unconditional and unilateral requirement upon Pakistan to demilitarize in the UNSC Resolutions (there isn't just one). As it stands, India and Pakistan have to come to an agreement on the details of demilitarization prior to demilitarization taking place.

reading the resolutions pre-requisites might help.
