ISLAMABAD: Pakistan is left with barely a few days to decide if it will pay for the eight F-16 aircraft it intends to procure from the United States from its own kitty or else lose the opportunity of buying the jets believed to be one of the best fourth-generation multi-role fighters.

“If Pakistan still desires to buy the F-16s, it would have to issue the Letter of Acceptance (LoA) by May 24,” a diplomatic source said. Pakistan has been reluctant to issue the LoA for the purchase of the fighters after the US Congress barred the administration from subsidising the sale through the Foreign Military Financing (FMF) programme.

Under the initial financing arrangement, the US was to pay about $430 million for the eight jets worth $699 million from FMF funds, while the remaining cost was to be borne by Pakistan itself. But, after the Congressional hold on partially financing the deal through FMF, Washington asked Islamabad to foot the bill from its national resources.

Islamabad rejected the idea of fully paying for the aircraft and refused to make any pledge unless the restriction on financing through FMF was lifted.

Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz, meanwhile, said that if the issue was not resolved Pakistan could explore the possibility of buying some other aircraft to meet its requirements.

The diplomatic source said that the opportunity to buy the F-16s could be lost after the expiry of the offer, in case Pakistan missed the deadline. The cut-off date, he stressed, was particularly important because the F-16 manufacturer Lockheed Martin was planning to close the production line of the aircraft at Fort Worth, Texas, by the end of next year. Pakistan was expected to be one of the last two customers. The financing row is under discussion between Pakistan and the US, but the source was not much optimistic about Congress withdrawing its restriction without Islamabad taking steps to address its concerns. “Realistically speaking that is unlikely to happen in four days,” he maintained.

Congress wants Pakistan to take action against the Haqqani network; give assurances about ending its tactical weapons and restricting medium-range Shaheen III ballistic missile; and free Dr Shakeel Afridi, who remained part of the US hunt for Al Qaeda chief Osama bin Laden before he was killed in a raid by Special Forces on his Abbottabad hideout.

Despite the continuing controversy, positive statements have been issued by both Pakistan’s Foreign Office and the US State Department over the past few days indicating their desire to move ahead.

“Pakistan-US bilateral relationship is much larger and broader than the F-16 issue,” FO Spokesman Nafees Zakaria said at the weekly media briefing on Thursday. The statements, a diplomatic observer believes, were meant to prevent distraction from other big issues in the relationship including Afghanistan, trade and civilian assistance.

Meanwhile, Mr Zakaria confirmed on Friday the May 24 deadline for LoA. To Dawn’s query, he said: “We are aware of it. The discussions among the US administration and Congress as well as between Pakistan and the US are continuing. It’s a time-consuming process. We derive satisfaction from the fact that the US administration is fully supportive as far as sale and FMF are concerned.”

The positive statements are as usual a way of sugercoating a terrible relationship. The truth is that the F-16 drama has exposed a very deep distrust among Pakistan and the US. The US demands are as usual unrealistic and won't be met. Not a single one. The Americans are also kidding themselves to think that they can offer F-16s or other kind of aid as a carrot to Pakistan. Those days are gone now.

Pakistan should either make it a priority to get a pod for the JF-17 or look elsewhere for brand new fighters if this really is a shortterm requirement.

Meanwhile continue to enhance the nuclear capability. Also keep enhancing
the missile strike capability. We need MIRV warheads. I would also go as far as getting ICBM. Just to send a message.

As for Shakil Afridi, make an example out of this traitor. I don't want to waste any words on this b@stard.

Expell every last Afghan from Pakistan, keep fencing the border and close the border from time to time to send a message. Pakistan won't tolerate an Afghanistan which is being used to destabilize Pakistan under the very noses of the Americans. We know the game being played in Khakistan.

If they play silly games, we can play them too. In fact, we can play it much better.

The air and sea attack component of the JF17 is already good, now get a pod and make the ground attack component complete

That was the whole point from the beginning to have a plane that could fulfill our needs without needing to go elsewhere

We will then just need a heavy addition to our airforce

As for Shakil Afridi, make an example out of this traitor.

We have started saying No to Uncle on many issue now. For me thats a big development. By and large last time it was Gen Ayub who had the guts to do that. But now its collective response from Pakistan as a country and not from some individual.

This the same America which made the exception of handing advanced nuclear technology on a silver platter to the Indians. They keep arming our foe with the most advanced weaponry. They keep strengthen the Indian economy with the sole purpose to weaken China and Pakistan. The list of American double standards goes on and on.

At the same time, they expect Pakistan to bow to every of their unreasonable demands. Well, these Yanks are truly living on a different planet. It is over though. The Americans know it. It has been over for quite some time. The fact that they are now resorting to open and blunt blackmail should be very telling. This isn't the usual behind closed doors stuff. This is very ugly in the open and in your face. Well, they can play their games. We will play ours if that is how we are going to do it.

I've been saying this for a long time now...don't wait for the F-16's...negotiate with Turkey for Aselpod...Damn good pod for ground attack...check out its video on youtube...integrate it with the JF-17's and viola...your problem has been solved

Well @Dalit , Good news for you. they (you know who) are now "making" Afghani's to leave Pakistan "By there own" ....
In my town, many of Afghani's left for Afghanistan. Property Prices reduced by 30k per merla. and many houses which were on rent are now empty. just give them (again you know who) 1 year and it will be all beautiful.

Plus Point, People in Abbotabad, Mansehra, and whole northern areas now don't rent there houses to Afghan. they Afghan have no option now.

We should turn down this offer. The 700 million dollars could be sent on our indigenous or semi-indigenous programs.
It is finally time Pakistan spent some money to develop its own industry rather than relying on some other country for weapons. We need to give our engineers a chance.(A good example to follow would be Turkey's defence industry)

I my opinion the PAF should sign the document. This way they can still try to secure some funds from the US. If not and there is no money, cancel it and walk away. However, I feel that the PAF is looking for 20+ more f-16 to satisfy their strategies they have come up with against possible IAF attacks. So they would rather have brand new Block C/D aircraft's than refurbished Jordanian ones (but these will be their second option).
