Economic development of the region is linked.

Population density can be a driver for economic activity. Besides population density can be deceptive. Pakistan would have lower density of population due to uninhabitable areas like thar desert, mountainous Baluchistan, KPK GB etc. Most of Pakistan population is concentrated in the Indus river basin. Whereas Bangladesh population is in Padma and Brahmaputra river basin.

No,relying on the sell of raw resources is backwardness.For instance it would be better to sell metalurgic finite products instead of raw exploited metals.This gives you extra value ,jobs for natives in the industry.If you're only selling raw materials,they're taken on the cheap by foreign companies who'll introduce them in their own industry,adding the extra value to their economy instead of yours.
