NEW DELHI (Reuters) - Grid failure hit India for a second day on Tuesday, cutting power to hundreds of millions of people in the populous northern and eastern states including the capital Delhi and major cities such as Kolkata.

The government said the northern, eastern and northeastern grids were hit, wider than Monday's blackouts.

Delhi's metro system ground to a halt and office buildings ran on backup generators a day after a 12-hour blackout caused commuter chaos in the bustling capital, underscoring overstretched infrastructure that has weighed heavily on India's economy.

"The northern grid has failed again," Arvinder Singh Bakshi, the chairman of the Central Electricity Authority, told Reuters.

The northern grid alone covers more than 300 million people from the mountains of Himachal Pradesh to the Ganges plains in Uttar Pradesh, which has a larger population than Brazil.

TV stations said the eastern grid was also affected and a Reuters reporter said some areas of the former capital Kolkata in the east of the country were without power.

Electricity has been restored back in most of the states... some people need to be educated about Load Shedding and Grid Failure...

Yeah even the United Sate has a grid failure in 2008 which lasted for several hours.

Outages in US happen because of adverse weather. In India it is because of states overdrawing power and poor maintenance.
The 2008 US outage happened due to technical error(breaker didn't work properly).
Florida Power & Light (FPL), the giant South Florida utility that runs Turkey Point and the Miami substation where the blackout started, has yet to discover why the breaker that should have isolated the fire problem failed.

. . .
Load Sheeding: When the supplying company receives more demand for electrical power than its generating or transmission or installed capacity can deliver, the company has to resort to rationing of the available electricity to its customers. This act is called load shedding.

Grid Failure: Briefly, failure occurs when excessive power is drawn by one or more areas. As a local grid may not support usage, other grids supply additional power to that area. If the automated system fails to recognize the additional usage, the overloaded grid may fail entirely, creating additional failures. This is how the last failure occurred within several power grids.

but that too require charging or are there super phones in india?

There are car chargers, and most of the people who can afford a computer can pretty much afford a small portable generator.

Then you must also know that US had a power failure which ended up cutting power to the entire northeast including some parts of Canada, and it was also due to grid failure.
