This was not an ordinary day.

Just trying to visualize the events in their order:
1. JK enters the consulate
2. Goes to consul's room
3. Killers immediately grab him, abuses him and hits him
4. Drags him to the other room, consul says, "do it outside". Killers don't care, they start chopping him up.
5. All the while MIT agents are listening in and watching video.
6. Agent immediately reports to his manager.
7. Manager immediately reports to MIT chief.
8. Chief immediately contacts someone in the government, probably Home Minister or Foreign Minister.
9. The minister immediately contacts Erdogan and wants answer what to do.
10. Erdogan must give explicit authorization that the consulate be raided.
11. Erdogan no matter how powerful, how smart he is, can't possibly take such a grave decision within 2 hours
and authorize a raid. There are numerous things to take into consideration before authorizing such a thing.
I don't think Turkey can be blamed here.
