Secondly , why dont PA hire directly officers for
Construction Engineering Officer,
Logistics Officer,
Bioscience Officer

Yes they do and they have very good schools and colleges to train men and officers in these trades.

PA has sent people to do PhD's in civil engineering in west through FWO!!

I met a young Lt. Commander in the Navy who completed a Marine Logistics course in US some time back.

Ive seen a recruitment ad for MBA Supply Chain for direct Captain induction so Logistics Officer is there.
