Some 25,000 new Bangla websites will be launched in September this year aiming to facilitate expansion of digital services to the grassroots.
Such websites are completely ready to run now. But due to hosting problems, their operations have not yet started and will hopefully be operational by September after addressing the problems.
This was stated by Secretary to the Ministry of Information and Communication Technology (ICT) Nazrul Islam Khan on Monday while addressing the inaugural session of a seminar titled "e-Governance and Digital Signature" at the auditorium of Bangladesh Computer Council at Sher-e-Bangla Nagar in the city.
BRAC University Professor Dr Mohammad Zahidur Rahman presented keynote paper on the topic while Bangladesh Bank Deputy Governor Naznin Sultana and The Financial Express Editor Moazzem Hossain spoke as the special guests.
The Financial Express was the media partner in the event. In his address of welcome, Controller of Office of the Controller of Certifying Authorities (CCA) G. Fakhruddin Ahmed Chowdhury said after introducing digital certificate for all offices, there would be quick and transparent services for the people.
The Secretary to the ICT Ministry, Nazrul Islam Khan, said the government will introduce digital signature in all government offices to fortify digital security.
Expressing the hope that all government officials would use digital certificate, he said it might be difficult to use it at its initial stage, as is always the case with all new technologies but gradually everybody will become familiar with its operational device.
"It involves, at times, double expenditures for using paper and electronic means of communication simultaneously," he said urging all concerned to get accustomed to using one system.
He urged the IT professionals to come forward with their innovative ideas to help build the country with digital facilities.
Nazrul Islam said, "Digitalization will help the country and officials a lot as works will then be less time-consuming, more transparent and hassle-free."
He also expressed hope that the Bangla websites would be easy to reach government information and other services to the people's doorsteps.
In her speech, Deputy Governor of Bangladesh Bank (BB) Naznin Sultana said 80 per cent of banks have already introduced on-line banking system.
"They do also exchange information with other banks and the central bank electronically," she said, adding that the country's banking system is ahead of other sectors in promoting digitalisation.
Mentioning recent scams in the banking sector, she said now the central bank monitors all transactions through the banking system with the support of its central database. Now Bangladesh Bank (BB) officials can watch every transaction that is made through banks, she added.
"Introduction of Digital Signature will enhance the level of reliance of the clients on the banks and help reduce the scale of forgery," she stated.
She said the government must initiate some awareness programme to make people accustomed to the digital signature.
The Financial Express Editor, Moazzem Hossain said digital certificate is an important ICT device for its use at government-to-government, government-to-citizen, citizen-to-government levels and also for expansion of e-Commerce and settlement of business transactions.
"Digital certification and uses of it in different areas are essential props for effective embrace of e-Governance by all concerned," he added.
For e-Commerce in particular, such an operational tool can help open widen business opportunities in today's world, he observed.
The FE Editor said while the nitty-gritties of the regulatory regime about digital certificate and digital signature merit consideration in order to enable the same to serve effectively the purposes for which these are meant or designed, it is equally important to make the system fool-proof.
"This is important to check any possible fraud or forgery and to deal with the problems of different sorts of cyber crimes or piracy," he added.
He said: "e-Governance simplifies things for the government to run its operations and to provide effectively the services that it renders or is expected to render, to the people. The recipients of various essential services can enjoy the benefit of it in an optimal way, avoiding the usual hassles and complexities that they do otherwise face in the absence of it.
e-Governance, he noted, is one effective way to help combat corruption.
In his keynote paper, Dr. Mohammad Zahidur Rahman explained how digital certification works and what the country requires to implement it.
He identified websites in English language are the obstacles to reach the common people as the majority of them are not able to read and write in English.
He urged government to introduce websites in Bangla language to communicate with the people properly.
Digital certificates are the digital equivalent (i.e. electronic format) of physical or paper certificates. Certificates serve as identity of an individual for a certain purpose. A driver's licence, to cite an example, identifies someone who can legally drive in a particular country. Likewise, a digital certificate can be presented electronically to prove one's identity or right to access to information or services on the Internet.
In 2010, government approved the Information Technology (Certifying Authorities) Rules 2010, which provide the detailed guidelines for licensing Certifying Authorities (CA); license renewal and cancellation procedure; standards to be followed by Certifying Authorities (CA); creation, issuance and revocation of digital signature certificate etc.
Under such Rules and Act, CA license has been issued to 6 (six) local companies on January 19, 2011.
