Diff. b/w insurgency and terrorism?

What is the difference b/w insurgency and terrorism. Similarly, what is the difference b/w counter-insurgency and counter-terrorism? What are the differences and similarities?

IMO, you can be an insurgent without being a terrorist, granted you don't attack and kill innocent people. You can not, however, be a terrorist without being an insurgent. As a close example, the LTTE initially only began as insurgents because their grouse with the state only lead to army/politician casualties, but they became terrorists later onwards once they began slaughtering innocents. Just my take anyways.
