For umpteenth time, learn to understand the difference between a diplomat working in a mission or embassy( where the relationships of a country is managed with the host country) and who is covered by full diplomatic immunity and a glorified paper pusher who is covered only in her official capacity and who works in a consulate(whose job is more related to businesses and people). MEA can claim whatever they want and you can buy into that argument and claim Vienna Convention but lookup the actual Vienna Convention and not the interpretation of someone(MEA or Devyani's father or others).
That is why Neena Malhotra fled to India without paying damages to her maid but Devyani is in a soup. Else the case would have been already thrown out of the court if she had diplomatic immunity and MEA would not be negotiating for a plea here with the DA's office.

It does not matter consular or not, Goi says its been the convention, mutually accepted favors that are provided.
If US gonna throw the book, it gets the book thrown right back, like whats happenin with US diplomats tax and privileges in Delhi.
I dont understand why you insist on arguing tangentiallly (devyanis character, wish to stay in US, consular vs full), the only argument Goi made was treat her per convention, not like ordinary american street criminal.
