Delegation of powers to provinces: commission to hire four experts
ISLAMABAD (June 19 2010): The Implementation Commission for 18th Amendment intends to hire four experts/technocrats relating to finance, law, administration and planning with the objective of delegating powers from the centre to the provinces, Business Recorder has learnt.
The Commission has already directed the provinces to set up implementation cells (Committees) that would prepare the groundwork to determine the management/manpower/institutions as well as resources required. In addition, these committees would develop and promote interconnectivity between the centre and the provinces. According to reliable sources, these cells would comprise various experts, technocrats and provincial ministers.
Meeting of the Commission was held under its Chairman Mian Raza Rabbani at the Parliament House on Friday. Minister for Overseas Pakistanis Dr Farooq Sattar, Minister for Petroleum Naveed Qamar, Senator Muhammmad Ishaq Dar, Finance Secretary Salman Siddique, Secretary Inter Provincial Co-ordination Division Ahmed Mahmood Zahid and others participated in the meeting.
According to a handout issued here on Friday, the Commission discussed in detail various amendments that would follow in Rules of Procedure of Federal Government as a consequence of omission of Concurrent List. The Commission also discussed in detail the effect of the omission of the Concurrent List on the functions of various Federal Ministries. The Commission provided policy guidelines for the implementation of the process of devolution to the provinces of the items mentioned in the Concurrent List. The next meeting of the Commission would be held on June 29 and 30, 2010
