The intensity and complexity of security challenges is increasing due to the nexus between China and Pakistan. With infrastructural improvements in Tibet, belligerence on the Line of Actual Control has increased. China’s military engagements with South Asian and Indian Ocean region states have been increasing. There is a continuing endeavour by Pakistan to push the envelope of proxy war. Faced with such security threats, India cannot afford to be 60-70% import-dependent for defence. Furthermore, the international community expects India to be a net provider of security in the Indian Ocean region. India is poised to become a $5 trillion-dollar economy by 2025. Such economic growth requires to be undergirded by strong security, and underpinned by the capability to project power in the battlespace, both physical and cognitive.

Close on the heels of Make in India, the defence procurement procedure (DPP) 2016 incorporated several new provisions to achieve indigenization and promote MSME (micro, small and medium enterprises). These include the ‘Buy-Indigenously Designed Developed and Manufactured’ as the most preferred category for procurement, ‘Make II’ (private industry-funded design and development opportunity for simpler requirements), and reservations for MSME in Make I and II. Concomitantly, there were policy interventions in the management of offsets, an increase in foreign direct investment (FDI) in defence from 26% to 49% and the strategic partnership programme.

Even such forward-looking policies could not make the impact that had been visualized. Past legacy and convoluted procedures kept process dominant over outcome. In the past six months, with defence minister Nirmala Sitharaman, a concerted drive is visible. With swift shuttles between the front line and industry, the minister has made a spate of announcements like simplification of Make II, two defence industrial corridors, and the draft defence production policy 2018.

DefExpo 2018: RT LTA present the SkyStar family of aerostats

The Israeli-based aerostat company RT LTA Systems Ltd. will present its SkyStar family of aerostats, which includes the Skystar 110, SkyStar 180 and SkyStar 330, at DefExpo 2018, Chennai, India. Alongside the SkyStar aerostat systems, RT’s subsidiary, Aero-T, will present its SkyGuard1 large aerostat system.

DefExpo Event and Theme

DefExpo India has become one of the largest events of its kind in the world for the last 10 years. The 10th edition of DefExpo is being held in Chennai from 11 to 14 April 2018 and there is tremendous response to the event. The location of the event is Tiruvidanthal, Kancheepuram district on the East Coast Road near Chennai.

DefExpo 2018 will, for the first time, project India’s Defence manufacturing capabilities to the world. This is reflected in the tagline for the Expo, ‘India: The Emerging Defence Manufacturing Hub’. DefExpo 2018 will help brand India as a defence exporter of defence systems and components. While showcasing strengths of India’s substantial public sector, it will also uncover India’s growing private industry and spreading MSME base for components and sub-systems.

Participation

671 exhibitors have confirmed their space booking in DefExpo as on March 30, 2018. These include 517 Indian exhibitors and 154 international exhibitors. Nearly 15% of the total exhibition space has been booked by MSMEs.

Indian participation include majors like Tata, L&T, Kalyani, Bharat Forge, Mahindra, MKU, DRDO, HAL, BEL, BDL, BEML, MDL, GRSE, GSL, HSL, MIDHANI, Ordnance Factories, and many others.

Major international companies including Lockheed Martin, Boeing (USA), Saab (Sweden), Airbus, Rafael (France), Rosonboron Exports, United Shipbuilding (Russia), BAE Systems (UK), Sibat (Israel), Wartsila (Finland), Rhode and Schwarz (Germany) among many others.

47 official delegations from different countries have confirmed their participation in DefExpo as on March 30, 2018. 13 of these delegations are at Ministerial level. Several countries have large delegations with over 10 delegates showing tremendous interest in DefExpo 2018. Ministerial level delegations are from countries including USA, UK, Afghanistan, Czech Republic, Finland, Italy, Madagascar, Myanmar, Nepal, Portugal, Republic of Korea, Seychelles, Vietnam.

Program details

April 11 : The show will be open for business visitors. Business visitors can get entry badges on registration at DEFEXPO website www.DefExpoindia.in and payment of Rs. 2000 / USD 40. Details like name, age, gender, ID (Passport, Govt ID, Aadhar Card) are required to be entered online and a unique registration ID no. is generated. A copy of the same is required to be carried and passes collected from the venues given below:

There will be live demonstration of large platforms and also flying display by HAL and IAF. Raksha Mantri Smt Nirmala Sitharaman will hold a press briefing after the live demonstration. Six parallel business seminars are planned on the day. These are being organized by industry associations and business chambers. Raksha Mantri would also be hosting a reception for the guests on the evening of 11 April 2018.

April 12 : Formal Inauguration of the event will be held followed by live demonstration of Naval Systems, Aero Systems and Land Systems. Live Demonstration will be done for systems which are designed/built in India.

The show will be open for business visitors after the formal inauguration. Three business seminars are planned by industry associations/business chambers. There will be Night illumination of anchored Navy vessels which will be a visual delight from the coast.

The India Russia Military Industry Conference will be held on the sidelines of DefExpo 2018 at the venue. Over 100 Russian and over 200 Indian industry leaders are expected to participate. The India Russia Military Industry Conference is being coordinated by SIDM from industry side.

Indian Navy ships will be available for onboard viewing on Chennai harbour. The public interested in viewing these ships should carry their ID (Passport, Govt ID, Aadhar Card) proof and should not carry any baggage, water bottle, mobile or any eatables. They should approach Chennai port gate, from where they will be picked up and escorted to the ship and brought back.

It is proposed to operate Special buses on 14th April 2018 in addition to the existing buses on the following routes:

  1. Thiruvanmiyur to Vadanelli ( Close to DefExpo venue)
  2. Tambaram to Vadanemili ( Close to DefExpo venue)
  3. Adyar to Mamallapuram (DefExpo venue is enroute)
  4. Broadway to Vadanemelli ( Close to DefExpo venue)
The Organisers and District administration have made arrangements for car parking on the southern and south west side of the venue in case visitors reach the venue in own cars and the parking can accommodate close to 3000.

Highlights of the event:

  • A first of its kind National Level Open Challenge Competition– “Solution to Problem” – DefExpo 2018 for finding solutions to the defence related problems by Innovators, Students, Professionals, Participants and Foreign Nationals who are attending DefExpo – 2018.
  • India Pavilion is being set up for the first time in DefExpo. The India Pavilion will showcase combined strength of India’s public sector and private sector in defence production.
  • First ever combined live display of Naval, Aero and Land Systems at same venue.
  • DefExpo Inaugural Ceremony will be webcast to live audiences in Indian Embassies across the world.
  • DefExpo Inaugural Ceremony would also be webcast on social media platforms including Facebook, Twitter, Periscope, etc.
  • Two major international collaboration events are being held on the sidelines on DefExpo. These include:
    • Joint Commission with South Korea on April 9, 2018 in Delhi
    • Military-Industry Cooperation with Russia on April 13, 2018 at DefExpo Venue.
Organizing Team:

The DefExpo 2018 is being organized by Department of Defence Production, Ministry of Defence. M/s Hindustan Aeronautics Limited are the main implementing agency. Full support is being received from Government of Tamil Nadu.

DRDO at DefExpo 2018: Exhibiting the technology might

Defence Research and Development Organisation (DRDO), with a saga of achievements in last 60 years would be showcasing its flagship products during the DefExpo India – 2018, being held in Chennai from 11 – 14 April 2018.

An exclusive India Pavilion is being set up for the first time in DefExpo, which will showcase the combined strength of DRDO, Public and Private Sector in defence manufacturing.

DRDO is the largest exhibitor showcasing its innovations in all formats i.e. indoor, outdoor and live demo. DRDO is putting up flagship products and systems in two broad categories, one pertaining to technologies ready for transfer to industries for productionisation and the other pertaining to technologies ready for exports.

DRDO will be participating in the live demo for some of its indigenously designed and developed products, which includes Light Combat Aircraft – Tejas, Main Battle Tank Arjun MK-II, Arjun Armoured Recovery and Repair Vehicle (ARRV), T-72 Trawl, T-72 Bridge Layer Tank, Wheeled Armoured Platform (WhaP), Mobile Surveillance System and Advanced Towed Artillery Gun System (ATAGS).

The outdoor exhibits include Nirbhay Missile System with Launcher, Autonomous Unmanned Ground Vehicle (AUGV), MBT Arjun Mk-I, Astra Missile, Low Level Transportable Radar (LLTR) System, Medium Power Radar (MPR) System, Convoy Jammer, Multipurpose Decontamination System (MPDS), Varunastra - Heavy Weight Anti Submarine Electric Torpedo, Bio-Toilet, etc.

The indoor exhibit area would be having more than 400 exhibits. The exhibits include technologies pertaining to aeronautics, missiles, armaments, combat vehicles, naval systems, electronics, information warfare and life sciences. The pavilion also presents an array of digital experiences including war game simulation zone, augmented reality, virtual reality, physical simulators, etc.

During the event, Transfer of Technology (ToT) of DRDO developed products to Private Industry and DPSU Partners will be done in the presence of Raksha Mantri Smt Nirmala Sitharaman on 11 April 2018 at the venue. Some of these include: ASTRA Missile, Varunastra - Heavy weight torpedo, Anti Thermal Anti Laser Grenade, Identification of Friend & Foe (IFF), HUMSA – UG, ABHAY Sonar, etc. A record number of 200 ToTs in the last three years with revenue generation to the tune of Rs 190 crore by DRDO has spurred the growth of defence manufacturing sector, echoing the theme of DefExpo - 2018, ‘India : The Emerging Defence Manufacturing Hub’.

A DRDO Press Conference addressed by Chairman DRDO & Secretary, Department of Defence R&D Dr S Christopher, will be held on 13 April 2018 at the venue.

DRDO’s participation in DefExpo – 2018 is expected to provide a platform for collaboration with industry and open out opportunities for export of defence technologies. DRDO welcomes one and all to its pavilion to get a first-hand account of capabilities of our nation in the area of advanced defence technologies and opportunity to share the pride of the vibrant DRDO community.

Indian Naval Ships open to Visitors on 13 & 15 April 2018 During DefExpo India – 2018

Indian Naval ships will be open to visitors for two days on 13 and 15 April 2018 from 0800 hrs to 1700 hrs at the Chennai Port Trust during the DefExpo India – 2018.

Public interested to visit the Indian Naval ships are to assemble at the Island Exhibition Ground from where shuttle bus services will be run by the Indian Navy to take the visitors to the ship inside Chennai Port Trust and back. Public should not assemble at the Port Trust Gates.

Strict security checks will be instituted. Every person including ladies and children above 5 years are to carry original valid IDs along with a photocopy for deposit as part of security checks. Hand baggage, camera, water bottles, umbrellas, sticks etc. are not permitted and photography is prohibited.

Children below five years are not permitted due to safety concerns and foreigners are not permitted due to immigration requirement.

Prime Minister to inaugurate DefExpo 2018 in Chennai on April 12

The Prime Minister Shri Narendra Modi will visit Tamilnadu on April 12. He will inaugurate the 10th edition of Defence Expo, DefExpo-2018 in Chennai at Tiruvidanthal, in Kancheepuram district.

The tag line of DefExpo this year is “‘India: The Emerging Defence Manufacturing Hub” to showcase India’s capability in export of defence systems and components. More than 670 exhibitors including over 150 international exhibitors will take part in the DefExpo. MSME sector will have a fair representation this time around 15%.

Indian participation include majors like Tata, L&T, Kalyani, Bharat Forge, Mahindra, MKU, DRDO, HAL, BEL, BDL, BEML, MDL, GRSE, GSL, HSL, MIDHANI, Ordnance Factories, and many others. Major international companies including Lockheed Martin, Boeing (USA), Saab (Sweden), Airbus, Rafael (France), Rosonboron Exports, United Shipbuilding (Russia), BAE Systems (UK), Sibat (Israel), Wartsila (Finland), Rhode and Schwarz (Germany) are among many others participating at DefExpo 2018.

The Prime Minister will also visit the Cancer Institute, Adyar in Chennai. He will unveil the plaque inaugurating the diamond jubilee building, palliative care centre (Mahvir Ashray) at Shriperumbadur, Day care center and nurses quarter at the Adyar Cancer Institute.

Our commitment to peace is just as strong as our commitment to protecting our people and our territory, says the PM.

Prime Minister Narendra Modi on Thursday hit out at previous governments for being lax in procurement of defence equipment and said such “laziness” had caused damage to the nation.

“There was a time when, like many other aspects of governance, the critical issue of defence preparedness was also hampered by policy paralysis.We have seen the damage such laziness, incompetence or perhaps some hidden motives, can cause to the nation,” Mr. Modi said while inaugurating the Defence Expo 2018.

The Prime Minister said these issues should have been addressed long back, but are being resolved by his government now.

“You would have seen how the issue of providing bullet proof jackets to Indian Army soldiers was kept hanging for years. And, you would have also seen that we have brought the process to a successful conclusion with a contract that will provide a boost to defence manufacturing in India,” he said.

Without mentioning the Congress, the Prime Minister criticised the earlier process for the purchase of fighter aircraft, terming it as “long-drawn process that never reached any conclusion”.

‘Bold action’
He said his government had taken “bold action to meet our immediate requirements”, and referred to the process that has been initiated now to procure 110 fighter aircraft for which tenders have been floated recently. “We do not want to spend ten years in discussions without any tangible outcomes,” he said.

“We will work with you (defence manufacturers) with a sense of mission to keep our defence forces equipped with state-of-the-art systems, and to create the necessary domestic manufacturing ecosystem to achieve this,” Mr. Modi said.

The Prime Minister also launched the ‘Innovation for Defence Excellence’ (IDEX) scheme for setting up Defence Innovation Hubs throughout the country, to provide necessary incubation and infrastructure support to the start-ups in defence area.

Defence Minister Nirmala Sitharaman said the defence offset policy was being relaxed. “The Offset Obligation fulfillment will now be a bit more flexible so that you have an option to choose Indian offset partners or products,” she said.

Plea for HAL unit in TN
Tamil Nadu Chief Minister Edappadi K. Palaniswami urged the Centre to set up a manufacturing unit of Hindustan Aeronautics Ltd (HAL) to make Light Combat Aircraft in Salem and a Defence MRO in Coimbatore. Deputy Chief Minister O. Panneerselvam said the Centre and the State governments are working in tandem to realise the vision of the Defence Corridor.
