The major cause of Pakistan's financial situation is mismanagement and shortsightedness. People in power just plan for 1 year(yup, till next budget). However they should plan and execute it for years. That's how it gonna be solved.
Today I am suggesting solutions for fund raising for major projects in Pakistan.
1) Make the looter an investor
We know that, many people in Pakistan have billions of dollars of looted(or legal), in spare. Many of them are also facing court trials, but majority of them will never see jail. The looted money will never ever be recovered. So, something is better than nothing.
Pakistan can form a public investment company for each project(dams, railways, ports etc) and can invite people to invest in that. A general amnesty should be announced for the investors, that their source of income will not be questioned or later, quoted, and they will also be paid the profit as per their share in the project. We don't have to beg or borrow money from any body in the world, these people are enough for us.
Keep in mind that, in such projects, 33% investment should be reserved for big investors, 33 for general public, and 34% for govt(or whatever is possible). We will have enough money from within the country. Otherwise, that looted money will never be used in the favor of Pakistan, and we also have to borrow money to complete or initiate projects.
2) Make something out of nothing
Pakistan is facing multitude of problems. Our trained man power is leaving Pakistan. We are getting technology at slower rate. We have low investment from external sources(except for China), unemployment and still lot of local industry doesn't pay their due share of tax. Now, if govt declares some industry or segment of Industry to be tax free, than by doing that, we can handle many problems in one stroke. The industry that is non-existent in Pakistan can be brought in like that. We can provide lot of employment opportunities to Pakistanis within Pakistan. We can encourage people from within Pakistan to invest in Pakistan. This trick may play wonders for Pakistan.
3) Invest in education
An average student that goes to do his/her masters/bachelors to some other country, starts sending money to his/her family within a year or so. Afterwards, they keep sending money on regular basis. So, scholarships without bond may be offered.
Institutes like Arena Multimedia and Aptech teach those skills, that can transform a jobless young man into an earning free lancer in just three months.
So if we invest in education on strategic basis, than we can get returns within short period of time.
4) Solar power is your ally
In today's world, energy sources that are the most crucial part of any economy, is really bending the back of our industry. But yes, Allah has blessed us with sun through out the year. So, if we invest in solar power, we will get benefits immediately. So here is the proposition: Import a formula(a ready made technology set from any of the developed countries), then using point number 1 in the list above, set the production line within Pakistan(right from material to finished product). Each home and factory should get her energy supply right from the sun(heating, cooling, cooking). But before implementation, a detailed analysis of each technology is needed(wastes produced and recycling policy).
And thus gradual cuts in oil imports, and cheap production of goods.
5) Make Pakistan a market, at least
The money Pakistanis earn, lands in the hands of either India or UAE. Most of the people who do freelancing from Pakistan, route their money via these two countries, because many channels don't operate in Pakistan. Secondly, many many important Channels don't pay /transfer business payments within Pakistan.
Monopolies of existing banks and incompetence of Pakistani bureaucracy is the main cause of all this mess.
Companies don't make products specially for Pakistan. Pakistanis consumes products which are mostly made for middle east, thus Pakistan don't get fare share from international companies. All that a Pakistani govt get from all that import is the sales tax, or may be duties.
Pakistan should take stand on that, it should be made compulsory that the product that is consumed above a certain level in Pakistan, will be produced within Pakistan.
6) Implement minimum quality criteria
Roads are constructed for few months. Buildings are unusable from the day 1. Next year, new budget, new construction of same things, thus increasing overall cost of maintenance/repair. So, things should be planned way before implementation, and on larger scale, and then warranties should be taken from the constructors/providers.
For example, 20 years warranty for a road that is newly constructed.
7) Involve private-sector in defense projects
The countries where private sector makes the most of the weapons, are rich. These private sector organizations make 70-80 percent of world weapons and earn the most. If we encourage our private sector in that direction too, than we can, not only produce lot of jobs for Pakistanis, but also turn the money flow towards Pakistan. But for doing this, we must take Pakistani universities on board first.
JF-17 thunder is one such project, and we have a lot more of such potential.
8) Make population disadvantage as your advantage
We always took growing population as our disadvantage. But we should know about the fact that many many countries of this world are also suffering from a shrinking population. Most of them will be needing manpower to run their economies in near future. If we setup a study group on those countries, and then line-up our institutions from poly-technique to universities for the production of useful manpower for those countries than, we can turn our disadvantage into advantage within few years.
We should believe in verses by two great poets, which gives us light in the darkest moments of our struggle towards Naya-Pakistan.
The verses are :
Pevasta reh shajar se, umeed e baharan rakh
(stick to a tree, and hope that one day Spring will come)
Tu dewa bal k rakh Cha, Hawa jaany, Khuda Jaany
(You just lit a fire lamp for light, than its a matter between God and wind)
