How to conduct a safety drill

In recent days the media has been broadcasting images of various safety and security drills conducted by the law enforcement agencies and educational institutes. You can be certain that there will be even more in the days ahead as authorities aim to build confidence in the institutes and themselves on their capability to manage an incident.

In late 2015, a safety drill in a Kenyan college went horribly wrong when one person died and at least 30 others were seriously injured. The authorities had simulated gunfire and explosions during an unannounced drill.

In China around the same period a school fire drill left nearly 200 students injured after they inhaled smoke and toxic fumes that were used to simulate fire.

In Karachi, a high profile mall conducted an evacuation drill for its complex. Word spread in the media that people were being prevented from entering the property and many folk in panic headed over or checked on friends and family who were at that place at that point.


When a drill is to be conducted, parents need to be notified ahead of time, even if an approximate date is provided (it will reduce the likelihood of panic).

Elements to consider while preparing and conducting a safety drill include the following:

Refer to your safety plan:

A proper documented plan that covers the main risks to the people and facility, along with a detailed response, should be available. It is this entire plan or elements of it that need to be tested regularly.

Who need to be tested?

Depending on the scale and type of drill you can have a select group or everyone who is at your facility tested.

Various support functions (utilities, transport, law enforcement, medical, fire services, etc).

Who needs to be informed?

Always inform the authorities (police, fire, ambulance, etc. as they may either be called to act or if they are unaware they could respond fearing an actual incident).

Parents need to be notified ahead of time, even if an approximate date is provided (it will reduce the likelihood of panic).

Senior students as they are a great resource and should be incorporated in your plans (headboys, headgirls, prefects, sports team members, etc.).

Neighbours need awareness too, especially if you have multiple institutes in the vicinity as your drill could be perceived as a real incident and they could invoke their own measures.

Support units e.g. school vans, utility providers.

Remember: Always inform the key stakeholders as they can inform you if it is a good day to train. For example, if there’s a major protest planned in the area then law enforcement will have reduced capacity to support you. If your neighbouring institute has a major activity planned then access to your facility could be hampered.

What needs to be tested?

Fire safety

Earthquake response or other common natural disaster that could have an impact

Bomb threat

Hostage — live firing situation

Evacuation (either within the facility or to safe alternate location)

  • Any situation that is unique to the facility, neighbourhood it is located at and even the profile of the people present.
How to test?

It depends entirely on the scenario; therefore, consider if you require:

— Desktop / table exercise (this involves no or limited physical activity and is used to gauge the knowledge of what to do during an incident).

— Actual drill:

Have observers who will note all actions during the drill.

Have medical resource present at the site even if it is a preannounced drill as mishaps can always happen.

Avoid simulations that require gunfire, explosions, fire, smoke, etc.; instead use alarms, bells, megaphones, or call for help.

Test an entire plan only if you are able to account for everyone:

If testing an evacuation then be clear if individuals allowed to return home?

Who is authorised to collect them and who is managing this process?

— Are you prepared to manage a real situation during your drill?

Safety of all participants at all times is paramount yet it is often neglected during drills.

Post drill
— Immediately after the drill:

Confirm that all are accounted for.

Ensure the facility has been secured and no unauthorized persons are present.

Prepare the report

By a qualified person (consultant or even trained in-house resource).

And ensure that it captures all actions, measures, responses during the drill.

To include all, the report must call for corrective measures.

— Review and implement recommendations:

The review is essential to understand the shortcomings. However, if there’s no implementation then further drills or even managing a real situation will be impaired.

The review will also highlight the need for a future drill on the same subject or test a different capability.

Inform the key stakeholders of actions they may need to take:

Parents — that they can continue to rehearse with the children at home.

Authorities — to obtain continued support.

Partners — transport, utility providers, etc., for them to take action on any recommendation that impact their service.

What is important to keep in mind when preparing or conducting any safety drill is the age old saying: Practice makes perfect. A drill is conducted to help you gauge the effectiveness of your plans and the preparedness of the people.

Great and need of the time. Yet it is very harsh dilemma of preparing kids for the worst at school they can face.
And doesn't it fear all these students, especially the kindergarten or high schools students'? These schools shooting drills are even more terrifying. No?
So shouldn't there be some classes by psychologists in schools to overcome this fear?

However, it's not recommended to expose kids to violence / fire arm equipment at such tender age (be that as a preventive measure) without there being professional counselling provided alongside. I am not sure if there are any such country-wide sessions planned by the GoP but they must if they haven't already. You never know what the kids mind develops from seeing a gun wielding security guy aiming the fire arms at him in the drill with blaring sirens, thud of the boots and smoke billowing equipment completing the scenery in the background.

What world are you living in my man----I used to handle my dad's revolver and shotgun at the age of 9---it was my job to clean them up---.

How did you come up with this-----kids know about weapons and killings----just because they are little---does not mean they are idiots---or they have no concept of how to fight for their lives.

Kids see way more violence in video games and movies, but that is just that - Virtual world. When it comes to real world kids are not as exposed to violence as you might want to believe. Add that to the episode of APS/BKU and you have a very traumatic drill experience for some (if not many or all)

Hi,

I lived in boarding schools as a young kid---and I can tell you we were extremely brutal towards many a kids----to the extent of being vicious.

If you think that these violent video games does not corrupt the minds of the kids---you are mistaken---the video games killings they have a reality of their own---.

Do you have kids---teenagers etc etc etc.

I agree after playing hours of grand theft auto i pick the key of big brother car and drove it like a game but my uncle spotted me and chase me down. Games for sure leave effects on mind specially teenagers and young children.

My Younger cousin won the first position in shooting competition organized by Military two years ago. Mp5 was used in competition and he was holding the gun first time in life................... But big Thanks To Counter Strike, he hit the target every time.............

You will lose surprise element.............. Drills are meant to test the mental strength .............. you cannot relax them by saying ''hey we got a drill today, plz stay responsible''................ This is not how it works

Sadly we are interested in Counter Terrorism drills............... all rest in not practiced in Pakistan due to many reasons.

I am not aware of any such competition where army allow unskilled and not trained person to take part and use live fire arms. o_O

Situation and times are not to our ideal liking and its not Switzerland
Attacks by TTP on soft targets is a reality

Quite often, students are not guided by trained personnel on how to react and what to expect in such events. Quite sadly, it's usually an inexperienced burger teacher that fills them up with clichéd nonsense and does them a disservice. Some schools just tell students to hide beneath a desk/ lock the door(in case of a lockdown drill) OR get outside (in case of a fire drill).
Students rarely know the difference between the two alarms :P

I agree with you on all aspects.
Parents talk to their children about drugs, tobacco and alcohol and explain it to them but often when it comes to firearms, it's a taboo subject.
Children are always curious and will find a way to get access to them. The easiest way to expose them to this and hopefully end their curiosity is to teach them the four safety rules, take them to the range and then most importantly, have them clean the guns after the trip. Nothing will kill their interest better than an hour of scrubbing carbon!

I am not aware of any such competition where army allow unskilled and not trained person to take part and use live fire arms. o_O

If i were the police chief, i would have engaged my guys in CQB using Airsoft guns on weekly or monthly basis, in 2003,2004 era. You can clearly see that even the police commandos were not clearing the room properly. Dry drills should be a must for police forces and CQB on monthly basis should be a must too.
