The Communist Party of India (Maoist) has been ranked fourth among the top ten most active non-state armed groups in 2013, according to study released this week by a major defence and business risk think-tank.

According to the IHS Jane’s latest ‘Global Terrorism and Insurgency Attack Index,’ a total of 258 attacks were claimed by, or attributed to, the CPI(Maoist), even though this represented a 29 per cent decrease from the 362 attacks recorded in 2012.

In a note to The Hindu, Matthew Henman, Manager of IHS Jane’s Terrorism and Insurgency Centre explained that the decrease in CPI(Maoist) attacks not only came amid a wider 16 per cent decrease in attacks nationwide, but also a 19 per cent decrease in the number of recorded counter-terrorism operations.

“As such, despite progress in the counter-insurgency against the CPI(Maoist), the fall in attacks was also likely somewhat attributable to authorities challenging the group less in its extensive area of operations in the so-called ‘Red Belt’ States,” he added.

Among other insurgent groups listed in the top ten rankings are the Taliban (second rank), al-Qaeda in Iraq (fifth), al-Shabaab (sixth), Colombia’s FARC (seventh) and Syrian Jabhat al-Nusra (ninth).

Have the authorities really decreased combing operations in Naxal-hit area as claimed in this article?
 
Good that attacks are decreasing each year.
Dont know about other states but they have been uprooted completely from M.P.

I think with the formation of Chattisgadh, MP wasn't really seen as part of the Red corridor. The Maoists have been contained in a lot of districts where their movement was still fledgling. But in their core areas, this report basically claims that they're still going strong, and it's the security forces which may have stopped confronting them with greater frequency.
 
That's true. But how credible is this line of thought: that casualties are less because combing operations against them have lessened?
I dont know. May be but also don't forget that before Green hunt was launched in 2009 or 2010 I guess, there were hardly combing operations against them at all. Then it was like they come to police stations and crfp bases in 100s of numbers and kill all. So ofcourse they have been weaken. Also not to forget that last year 100s of maosist surrendered to security forces. In 2012 we either killed, arrasted or(largely surrendered) around 2400 maoists.

It's just the opposite! It's because the areas are being dominated more effectively by security forces than before. The Maoists are literally on the run in many places. The coordination among the security forces of different states has improved too.

Plus, advisers from the Army have been roped in, to help the security forces in planning ops incorporating tactics employed by the Army in jungle warfare etc. The police are less of a rag-tag circus now!

You know what these 'respected sources' are! These clowns haven't been closer than a hundred miles from the scenes of action. And they claim to be experts and analysts! :dirol:

Brother check this out. This says that in 2013, 1950 maoists surrendered and arond 700+ got arrested. This says the success of security forces and how scared these maoists are now. Now all states have formed special police forces on the line of Grey hounds of Andhra and everybody knows how Grey hounds of Andhra police treat these maoists.
