In times of economic crisis countries naturally want to bolster their defenses as competition for natural resources, transit routes, border disputes, disputes over bodies of water, territorial disputes, all can flare up during economic crises.

Well it depends how you define War, Battle, & Peace Time.
For some countries War is fighting Terrorism, Extremism, & Insurgency is war. Pakistan, India, China.
For some countries fighting internal crisis related to social and civil is a war - Egypt, Libya, Syria.
On the other hand if it is the War between two countries we are talking about than, it is done under peace times to maintain deterrence, one might look into Theory of Deterrence, it is not only limited to Nuclear arsenal but to Heavy weapons too.
