Could the Paris and similar incidents have been averted?

Seeing the recent Paris shooting, all the European anti-Islam demonstrations going on. Tbh I wasn't concerned much about the anti-Islamic demonstrations but the Paris shooting has got be thinking couldn't it and similar incidents be averted. We all know that radical Islamists don't like Islam being used by non-Muslims in any way, yet even after many incidents a similar thing again was done and French newspaper invited radical Muslims to their house, at what cost? Lives, this hasn't destroyed but many other lives that were bonded with it friends, family etc. Dyou think that the so called freedom of speech whose expense are sometimes lives or greater should be limited and governments should call on all their respective media houses, public relations etc and ask them to stop using things that could incite the radicals and cause much damage, after all sometimes refraining from something is much better than doing it in the name of freedom of speech.
