Congradulation on breaking of Qouta System in Sindh

Qouta system was introduced in Sindh province to bridge the gape between rural area development and urban city , however after 43 years it has resulted in odd ratios of hiring which favor Villages in Sindh. Impacting the hiring of Talant from Major cities

The ratio being 43% for Sindh residents and 8% for major cities , 8% for each province of Pakistan.

this has been now "Being abolished" and it would be a great forward step for promoting people on merit

However instead of developing the overall standard this system has resulted in reducing the effectiveness of Merit system in nation. Generally the most talented students do attend major Universities and Schools in major Cities of Pakistan, and same level of Human Resource achivement has been difficult due to lack of sufficient resources in Villages and remote areas of Pakistan.

This is a major move I mean for Corporations to make profit you need to have the best talent in country on Top Management roles and Accountability roles

Generally in Pakistan , I believe based on the news , there was a Quota system used by Human Resources
Which determined percentage of roles which would be restricted to Village based hiring vs City hires

According to this principle 43% of Roles were reserved fro Internal Regions of Sindh - which historically have remained under developed due to the villages owned by Private Land lords and other hurdles such as poverty. And focus more on Farming then schools and Education.

Under the old system

  • 8 % of Government Roles were reserved for Karachi residents (Which is large becasue % population is high)
  • 8% for every province of Pakistan (Punjab, Baluchistan, KPK, Gilgit/Kashmir)

The ideal was that 43% would help encourage the potential of Developing desire for education and also help even out representation in Government office by internal regions of Sindh. However Political parties such as PPP have used it as a tool as they promise "Roles" for vote schemes to folks who had cooperated with PPP's goals

However, the abolishment of the rule ensures that , 100% open to Most talented Students Province wide so there are no barriers in hiring , in line with hiring principles in Western Societies.

Under this provision , Smart / Talented Youth will be able to get to Management roles vs being left out of the process of hiring just because they don't fit into any qouta


History Lesson:

In around 1973, after the war with India when East Pakistan faded, this rule was inaugurated by PPP who were in power during 70's

The rule has been in place for 43 years, and really most of the Government Institutes have fallen back in quality so no great gain was achived
  • The biggest impact of this ruling has been on Corporations of Pakistan , PIA, Steeles Mills , Pakistan Railways, Goverment of Sindh (Government roles) all have decayed in performance and quality.
  • Top Universities of Pakistan are in Islamabad/Lahore/Karachi and May be Quetta however if the % of hire is less from these hubs of "Education" , less talented students are promoted to jobs , and that creates a problem for Long term for Corproations.
  • While It is important to hire from Villages , and urban areas , but first world class standard Universities have to be established in these regions so quality students are created
  • Universities of Top 20 -Top 30 Rank in Pakistan will give you , more developed students , vs Universities and Colleges that rank below Top 100 in Nation. However as the quality of the Universities will improve in Urban areas the ratios would even out. Generally the passing ratio in Urban areas is low
  • A standardized test like GMAT would also ensure all students get a even chance to show their "Skills" to get the Government Job Role, this standard is used in some countries for Government roles. Also it is used to judge your admittance in Graduate programs (For PHD). Mostly for management jobs , for none management roles generally hiring is more flexible (Lesser score value from GMAT)
  • Point system from GMAT & Having Degree or Diploma is what determines if you would be hired for role. Together with short interview
  • And general rule is hiring is done for PHD students at higher pay scale first priority

Little correction here, in Sind " security " committee meeting head by PM Sind by Governor Sind, the general in uniform give this political idea in committee as per him quota system somehow related with security weakness in Sind:sar khujaing:

I think these matters are for Decision makers to decide generally if you ask a group MQM or PPP they will say they need 100% qouta

However the hiring should be based on following

New graduate Path (White collar)
a) "Education Credential" , Degree then Diploma , Recognized by HEC university / college
b) Then GMAT score
c) If you have PHD , of course you get to have first consideration (7-8 Years of University)

Experienced Hire: (Older Mature Hire : Strategy & Planning/Management) (Blue collar)
a) International Degree (US/UK/Australia/Canada/South America etc) or Pakistani Uni
b) Experience
c) Case by case review


I really don't think any 1 Pakistani should have greater privilege over other, if you have Pakistani Passport then you are Pakistani , you will have to stand in line in international airport equally :pakistan:

What Pakistan really needs is "Standardization in hiring" and I like this move

This will diminish power of PPP and the perks it offers. This will not happen by them.

Also MQM will be in shambles if local Sindhi and karachi personal are present in Rangers...quota system propaganda by all accounts benefits MQM the most..the entire party is based on the myth of quota system.

Also GMAT , offers , a test for your General Knowledge , Math Skills , and Logical Thinking i.e your IQ to be fit to be in a Government position. The standards are maintained by International Test Centers which is video monitored and proctored

Any hint of cheating , "results in a immediate annulment of your results"

This is is a international standard for many students who wish to Join even Western Graduate programs after they get their Bachelors in Business or Science or Arts

I knew a colleague , who went into Graduate studies but he had to study the basics well for 3-4 Months of preparation

The low level of IQ in general Pakistani political structure is evident when you view the discussions on TV and most of the time the "people" from political parties are yelling at each other

For any country it is important that the people in driving seat in National institutes are really talented educated students and experienced workers.

Hiring based simply based on an affiliation means a chaotic Environment where the person is just focused on coming to work to collect a pay check

I agree to an extent. If quota system is abolished there might be no representation from Sindhis in their largest city. This will give life to Sindhudesh and JQSM type unknown organization. Muhajirs came to Pakistan and went for the golden duck, the prospering capital city of Karachi at that time.

How would people in Dubai feel if Villupuram Chinnaih from S.India ask them to abolish quota system and takeover their best city and let Arab wander in desert. Quote system is there to protect the right of locals. It should be improved but abolishing it will create more problem.

Well, quota system is not serving Pakistan correctly. It needs to be abolished. One less reason for MQM to complain about.

What do you mean there will not be "there" Representative in Karachi or Sindh ?

The Education system is there to go "STUDY" for your work and stop demanding "HANDOUTS" as they say in USA

GO TO SCHOOL AND STUDY like every one on planet and earn your rank !!!

If an American from Los Angeles moves to Chicago and gets a Job based on his education does that means any thing to locals ? No he was hired for his Degree and Experience

Pakistan has this "HAND OUT" mentality , I speak this language so it is MY RIGHT even if I am a "DHAKKAN"

MERIT is all about equal rights

  • Go to School
  • Do homework
  • Pass Tests
  • Pass exams

Rise thru the Ranks 12-16 Years of School and then "EARN" it
Prove by your hunger to be best !!! You belong there

It is called MERIT

After you are done with school , put some time in volunteer jobs and then show up to Job Interview


When there is no Merit , you just breeze thru school with D grade and then struggle thru Uni 1 year out of 4 , and then go to Mamu and ask him

"Mamu I need a job " , and then Mamu says , no problem Channa , main kal HR person se baat karonga

This kind of hiring results in Corproation value going down hill

This is a great step and pretty much inline with current drive to get Sindh in order. This quota system has been a major detriment in the peace and progress of the province created a strong divide between the Sindhis and Muhajirs and was one of the major issues exploited by Altaf Hussain for the creation of MQM (Muhajar Qoumi Movement) as the muhajir or urdu speaking community, mostly urban and well educated, faced discrimination in jobs allocations and the province saw a lot of undeserving and incompetent people from rural areas getting jobs while the candidates from the urban areas were denied due to this quota systems. If this system was abolished before the creation of MQM, the situation today might have been vastly different, MQM may not have even be formed or be in a very different role and mandate.
Quotas create injustices and should be shunned in all the provinces. Let the most competent and deserving person take the position. Govt's job should be to ensure a level playing ground for all the citizens of the country.

  • Would you like to get treated by a Doctor who is hired due to "Quota" when he got D grade in school ? or would you let a person deliver your child if they have no education from university ?
  • Would you feel safe living in home designed by engineer that had a 55% average and is Quota hire?
  • Would you feel safe , eating medicine made by Quota worker , who got D- in school ?
  • Would you let your kids be Taught by teacher who thinks Europe is in Africa , D+ teacher?
  • If you have a 10 Billion dollar Corporation will you let that be run by a guy with D grade in business or Finance just becasue he is particular quota level hire?

Minority i.e People who are 0.5-1% ratio of population sure they can have few dedicated roles for diversity in head office or cultural preservation roles


  • When NASA builds a missions that takes a rover to Mars , they don't go and hire a person who studied till grade 8 and then was drop out , they select people with proper education and Engineering / Scientific knowledge (As example)
