The FBI is the U.S. representative of law enforcement. So if somebody gets kidnapped, some international crime is committed, or some other crime that requires notification of the U.S. the FBI handles it.

It is just a legal attache. In Pakistan it operates as it has Pakistan government approval. As far as I know In India it does't.

drones? Well they are not needed if CIA can have direct access.
Only when CIA doesn't have direct access to an area, that drones are used.
