It depends on what "unproductive" means in a particular society. In India, a person with two college degrees would be celebrated even if he or she is not actually intelligent.

You cannot cite Wikipedia (which anyone can edit) to claim that the Chinese Sunway processor is a derivative of the DEC Alpha.
Jack Dongarra is the expert that established the Top 500 supercomputer Linpack benchmark.
Mr. Dongarra has said the Chinese SW26010 supercomputer processor is an INDIGENOUS Chinese design. He has visited China repeatedly and he knows more details about China's SW26010 supercomputer processor than any foreigner.

Linux is only a core. Earlier Linux operating systems use "command lines" to enter instructions, like MSDOS.
China built the NeoKylin, which is a GUI (graphic user interface) operating system like Windows in CHINESE. Look at the screen of the NeoKylin video, everything is in Chinese.
You cannot claim that the NeoKylin is equivalent to Linux. NeoKylin looks nothing like other Linux operating systems. NeoKylin uses a Linux core, but that's it.
The US Supreme Court has ruled that if a product is "transformative" then it is a new innovation.
Here, NeoKylin uses a basic Linux core and built an entire Chinese-language GUI operating system on top of it.
In conclusion, NeoKylin is an indigenous Chinese computer operating system. China must have spent at least ten years working on it.

MIPS is only a basic RISC set of instructions. China designed multiple generations of the Loongson CPU. It is ridiculous to claim that the Loongson CPU is equivalent to MIPS. China uses the basic MIPS RISC instruction set to make its CPUs compatible with existing RISC software.
It is not due to China's inability to create its own basic set of computer instructions. The economic imperative is to ensure backward compatibility of existing software.
