Chinese flag planted in island off West PH Sea: Alejano

MANILA - A Chinese flag was discovered planted on a sand cay located 7 nautical miles northeast off Kota Island, Magdalo Representative Gary Alejano claimed on Tuesday.

"It was discovered around third week of July 2017. A Chinese vessel allegedly erected the said 3-meter high Chinese flag on a sand cay which is known to be within a Philippine-controlled area," Alejano told a press conference.

Kota Island, part of the Kalayaan Islands off the Palawan coast, is controlled by the Philippines and is also being claimed by China, Taiwan, and Vietnam.


The lawmaker said China's continuous activities in the disputed waters in the West Philippine Sea are very concerning.

"These recently reported incidents only reveal that Chinese activities in the West Philippine Sea have not stopped amid warmer relations between the Philippines and China. Furthermore, this contradicts China’s supposed commitment to peace and stability in the area through maintaining the status quo."

Alejano called on China, as part of the family of nations, to stay true to its public pronouncements and assurances by matching its actions on the ground.

He also hit what he called the government's “strategy of silence” as he disputed claims by the Department of Foreign Affairs that his statements offended China as these are mere assertions of Philippine interests.

Alejano also said that unlike China, the United States' presence in the disputed waters are just for freedom of navigation and the US does not encroach on any islands.

Alejano also reiterated his call for Philippine government officials, particularly the DFA, to be transparent on issues regarding the West Philippine Sea.

“Their denial or silence and inaction are not helping while things like these happen on the ground. While the Philippines is pursuing bilateral engagements with China, the government has the responsibility to inform the public through providing appropriate and careful information meant for public consumption," he said.

"The Filipino people are entitled to know to make sure that Philippine national interests are not set aside. Besides being an issue of territorial integrity, it also has immediate security and economic implications which definitely mean something to our fellow Filipinos living in the area," he added.

For Alejano, there are non-military and non-confrontational options to defend our territories and assert our rights as opposed to the confined and limited view of the President of going to war.

“For once, the President should not think of violent and forceful means to solve problems.”

Last week, Alejano said he received information from his military sources that China has deployed 2 frigates, a coast guard vessel, and 2 large fishing vessels with their maritime militia about 1 to 3 nautical miles north of Pag-asa Island.

Pag-asa (Thitu), part of the Spratly group of islands, is located about 480 kilometers west of Puerto Princesa City in Palawan.

Foreign Affairs Secretary Alan Peter Cayetano downplayed this, refusing to confirm or deny the presence of Chinese vessels but assured that the department is constantly communicating with its Chinese counterparts.

"The presence of ships alone does not mean anything. For example let me ask Cong. Alejano, why were we not concerned about the US doing freedom of navigation? Ang lalaki ng ships nila. Kasi they are allies. If we keep looking at China as the enemy every time na may movement sila masyado tayo nagrereact," Cayetano said.

The top diplomat also downplayed the possibility of filing a diplomatic protest, saying the Philippines is focused on addressing the issue through a dialogue.

"In the past, it was our strategy to confront China every opportunity we have and the diplomatic protest is one of the instruments we used. That's not our strategy now. Our strategy now is to have peace and security and dialogue," he added.

Like we said, speaking from a position of negotiation or softer levels doesn't have any impact on CCP.

They will continue their expansion plans east and west until countries take up a stand and stand up for their own territories.

These disputes have suddenly emerged in the 20th century when China is stronger, while stating that they were always existent? Wow! Where were they all these years? Whether it is with any country, how come this was never discussed.

Disputes can happen only when the countries have newly formed; not suddenly out of the blue.

For chinese Status quo is only applicable to the other party. They are free to change it as and when they please. May be lack of understanding of English is the reason.

India has taken its stand on Doklam, Hope others will start pushing China to stop its needling behaviors in others territory.

Philippines, Chinese coast guards hold maritime exercises

MANILA, Philippines - Despite China’s creeping occupation of land features within Philippine waters, the Philippine Coast Guard (PCG) has embarked on a joint maritime law enforcement operation with its Chinese counterpart in accordance with President Duterte’s instructions.

PCG spokesman Commander Armand Balilo said that since President Duterte’s visit to China last year, the PCG has established better rapport with the Chinese Coast Guard, while maintaining good relations with the United States Coast Guard (USCG).

“The Philippine Coast Guard has received guidance from the President to cooperate and forge an agreement with the Chinese Coast Guard (CCG), so we have clear cut guidelines from the President,” Balilo said. “Our actions are aligned with the guidance of President Duterte.”

Aside from a series of meetings with the CCG, the PCG sent 20 of its officers to China last May for a two-week law enforcement training. Also in the works is a visit of a CCG ship to the Philippines possibly next month.

Balilo said improving relationship with China is in the best interest of the PCG as it would enhance the skills of its personnel in combatting sea piracy, terrorism and illegal drugs – the problems Duterte wants immediately addressed.

The PCG is also currently collaborating with the USCG and with the coast guards of six other member-countries of the Southeast Asia Cooperation and Training (SEACAT) exercise.

SEACAT, an annual multilateral maritime security information sharing exercise, began yesterday and would run for two weeks.

This is the first time the PCG is hosting SEACAT. The other SEACAT member-countries are Brunei, Thailand, Singapore, Malaysia, Indonesia and Sri Lanka.

He said that since the PCG is a civilian agency, it could hold maritime exercises with other countries even if there is a raging dispute over territories in the region.

“This is the beauty of the PCG, we would make exercises or training with all countries that concern law enforcement, which is the function of the PCG. As for the territorial dispute, we leave it to the Department of Foreign Affairs,” Balilo said.

“As far as the PCG is concerned, we would foster one law enforcement interoperability doctrine wherein everyone may participate, including the US and China. We would have one framework because what we are talking about here is drugs and terrorism,” he added.

One of the highlights of the exercise is the conduct of maritime interdiction operation or visit, board and search and seizure workshop to be conducted by the USCG Law Enforcement Detachment.

To join the workshop are representatives from the PCG, Philippine Navy, Indonesian Coast Guard, Indonesian Navy, Sri Lanka Navy, Royal Thai Navy and Thai Maritime Law Enforcement Coordinating Center.

The PCG would be utilizing three of its ships – the BRP Corregidor, BRP Davao del Norte and BRP Capones – for the boarding exercise.

Balilo said the PCG hopes to get new insights from the USCG-initiated exercises, especially on dealing with rules of engagement issue.

He cited the May 9, 2013 Balintang Channel incident wherein a Bureau of Fisheries and Aquatic Resources boat, manned by PCG personnel, chased a Taiwanese fishing boat found poaching in Philippine waters.

The PCG fired shots and killed a Taiwanese national on the boat.

Balilo said the USCG may also introduce force protocol, or the allowable force in an engagement, to avoid violation of human rights.

“There would also be a lecture on vessel on maritime law enforcement. So our men, when they conduct vessel boarding procedure, would be aware of the laws that they need to implement not only within our territorial waters, but even when they are in the continuous zone and the exclusive economic zone. So we would learn from them about what is acceptable in the international community.”

Earlier, Supreme Court Senior Associate Justice Antonio Carpio said China – contrary to its commitment – was slowly occupying Sandy Cay in the West Philippine Sea. The new geological feature is some 2.5 nautical miles off Pag-asa Island.
