Funny to see some Chinese thinking that Turkey is begging for this money.
Turkey has a GDP/capita near 30,000 US dollars at PPP and that is around twice that of China. Also it's GDP/capita is growing at the same rate as China.
Turkish economy is very stable with revenues and spending very nearly aligned. There is a slight issue with imports being 20% more than exports but that is mainly due to energy imports to power coal and gas plants, which will decrease as the nuclear power plants start coming online from 2020 onwards.
China has a lot of money lying around and it wants to gain some extra cash by lending this and there may be conditions that Turkey spends a proportion of this on Chinese goods/technology.
