China’s ‘Water Bomb’ Strategy May Kill Millions In India Without Using Any Gunfire

Amid the rising apathy between India and China over the Dokhlam dispute with numerous defense researchers being concerned over China trying to wage a proxy war against India, the Ministry of External Affairs recently disclosed that China has not been sharing hydrological data with India for the past three months, beginning May this year.

It is to be noted that the two countries always used to share hydrological data with each other regarding the amount of water being released by China in the rivers flowing through India. However, China has ceased to do so of late, which might be one of the reasons behind the grievous flood that has grasped the entire eastern part of India.

According to the environment and sustainability experts, by doing so, China is trying to target a “water bomb” over India, ravaging a million lives. China has illegally built numerous dams over the rivers flowing through their territory towards India, and if they open the gates all of a sudden, it may pose serious problems in India, killing innumerable people without shooting a single round of gunfire.

What is posing a bigger threat to India is the fact that India’s main three rivers have emerged from Tibet, which is under Chinese control. The largest river is the Brahmaputra, a 2700-km-long river that flows through Assam and Arunachal Pradesh before entering Bangladesh. And China has built several dams over it.

According to Santosh Rai of Wadia Institute of Himalayan Geology, China may as well use the Brahmaputra as a means of “water bomb” against India. If China opens all the dams over the Brahmaputra together, the entire eastern part of India may be ravaged by floods within hours!

The second-largest river to enter India through Tibet is Sutlej. It flows through Himachal Pradesh and Punjab before merging with Indus and entering Pakistan. It is on this river that India’s largest dam, the Bhakra Nangal Dam, has been built. The third-most important river to enter India from Tibet is the Indus itself. It originates in Tibet and gushes through Kashmir into Pakistan before flowing into the Arabian Sea. Now, once again, China has built numerous dams over these two rivers in Tibet and if China opens even a few dams, it shall be disastrous to the entire northern India.

Defense expert Anil Gupta is of the view that if China initiates a water war by utilizing their dams, not only the entire area of Punjab will be flooded but the Bhakra Nangal Dam will also be brought to a standstill, instigating a water explosion which shall be no less terrifying than a nuclear blast.

Meanwhile, strategic expert Brahma Chellani has said that the Chinese attack lures large over India, especially because the Doklam controversy has entered its third month. He further said that by not furnishing the hydrological data to India, China has started taking it as a political weapon to curb India’s power.

It is to be noted that this hydrological data is required by India to predict and issue flood warnings and also share relief materials effectively across the flood-grasped regions.

GUWAHATI: Crippled by three waves of devastating flood+ , Assam on Wednesday appealed to China to share hydrological data of Brahmaputra river, which flows through Tibet, with India to help state prepare for the oncoming disaster in advance.

State education minister Himanta Biswa Sarma said that according to central government, China for "mysterious reasons" has not shared the hydrological data. "We appeal to China to share the data. We are formally writing to central government to continue persuading China to share the data so that we can take early measures in the event of flood," Sarma said.

The two countries have two agreements signed in 2013 and 2015 on sharing of hydrological data of Brahmaputra river during monsoon every year, between May 15 to October 15. The data share by upper riparian state, China, to lower riparian states, India and Bangladesh is essential every monsoon to allow anticipation of the flow of the water and take necessary measures to deal with flooding.

He said that when the first two waves came, beginning in April, there were heavy rain but not in the next wave. "When the third wave of flood (from August 10) hit the state there wasn't abnormally high rainfall neither in Arunachal Pradesh nor in Assam. Where did all the water come from?" he questioned adding that this was a matter that needs to researched, while referring to media reports that China could trigger floods in Assam by releasing water from its numerous dams built across Brahmaputra river which flows in the country as Tsang Po.

According to Indian metereological department, Arunachal Pradesh, from whose foot hills the plains of Assam starts, received 13% deficit rainfall while Assam received 4% deficit rainfall between August 1 and August 23. Only Mizoram and Tripura had excess rainfall during this period. Manipur had 57% deficit and Nagaland received a deficit of 33%.

Sarma said that Indian media have reported about possible designs of China to trigger floods by releasing the water from its dams. "All these could be speculations but the fact is that China hasn't shared the data."

The third wave, which is receding, affected more than 34 lakh population and claimed 71 lives besides killing more than 370 animals in Kaziranga National Park. This wave also displaced over four lakh people and forced them to take shelter in relief camps.

Doklam Plateau: China Tries Out the Water Weapon

China has stopped sharing hydrological data with India for the Brahmaputra and Satluj rivers (Yarlung Zangbo and Satelai in Chinese). The move comes as India grapples with floods along the Brahmaputra in Assam and Uttar Pradesh, where over 150 people have lost their lives so far this season.

The two countries having been sharing hydrological data since a memorandum of understanding was reached in 2013.

The rationale for the data cutoff remains a bit of a mystery. A recent Global Times editorial trumpeted an expert opinion that India must withdraw from the Doklam Plateau before data sharing can resume, but the actual cutoff predates the Doklam Plateau standoff by months. According to Raveesh Kumar, spokesperson for India’s Ministry of External Affairs, India has not received any data from the Chinese side since May of this year.

There is of course the possibility that China held back the water data to give itself leverage in anticipation of an Indian response to road building on the Doklam Plateau.

Whatever the reason, this is a foreign policy linkage that will deeply disturb Indian policymakers. Large swathes of India’s northeast rely on the Brahmaputra’s waters for irrigation, and as the upriver power – China is holding all the cards.
