China's forces lack strong naval tradition

By Richard Halloran

Even as China has taken a great leap forward to acquire a modern deep-water navy, a tone of skepticism has crept into U.S. intelligence and scholarly assessments, some asserting that it will be a decade before the Chinese can challenge the U.S. Navy.

The skeptics are quick to acknowledge, however, that chances of a Chinese miscalculation caused by over-confidence become more possible by the day. Thus they urge the U.S. and China to expand military exchanges and to work out an agreement to prevent an incident at sea from spiraling into a crisis.

The U.S. and the Soviet Union had such an agreement during the Cold War. They agreed, among other things, not to train guns on each other's ships, not to fly over the other navy's ships and to use international signals to avoid collisions.

Reflecting a growing awareness of Chinese naval power is an article by Robert Kaplan, of the Center for a New American Security, a Washington think tank, in the latest issue of Foreign Affairs magazine. "In the twenty-first century," Kaplan said, "China will project hard power abroad primarily through its navy."

Kaplan points to several missions for China's navy, known formally as the People's Liberation Army Navy, or PLAN, as all Chinese military services belong to the PLA. "China's actions abroad," Kaplan said, "are propelled by its need to secure energy, metals, and strategic minerals" to support its surging economy.

The PLAN has been tasked to push China's frontiers into the sea east and south to encompass the self-governing island of Taiwan, Guam and the Northern Marianas that are U.S. territories, the Philippines, and Indonesia. "The Chinese see all these islands," Kaplan said, "as archipelagic extensions of the Chinese landmass."

Further, China is investing in submarines, destroyers, aircraft, and missiles designed, Kaplan wrote, "to block the U.S. Navy from entering the East China Sea and other Chinese Coastal Waters." That "anti-access" or "denial" strategy applies to the Taiwan Strait and the South China Sea, which China claims are territorial waters.

Like other analysts, however, Kaplan acknowledges that China "is still a long way from challenging the United States militarily."

Much attention has been focused on Chinese warships, aircraft, and weapons but the PLAN's greatest weakness is the lack of naval tradition and experience needed to practice good seamanship. American naval officers, chief petty officers and sailors have 400 years of tradition and experience behind them, 200 from the British navy and 200 in the American Navy.

In contrast, China has been a land power that has produced only one great admiral in its long history, Cheng Ho, who led seven voyages into the Pacific and Indian Oceans in the early 15th century. After he died about 1433, China's emperors lost interest in naval exploration and European explorers, merchant ships, and warships began to sail in Asian waters.

Today's PLAN was organized in 1950 after the Communist Party, having defeated Generalissimo Chiang Kai-shek's Kuomintang, had come to power. The PLAN inherited old equipment and poorly trained sailors from the Kuomintang and, in its early days, was trained by the Soviet navy, itself staffed by artillery officers who had been put to sea.

American and Japanese naval officers who have observed PLAN ships maneuver at sea have remarked on the poor quality of ship handling, although one American officer said he had seen improvements. Japanese officers were concerned when a Chinese helicopter flew near Japanese warships south of Okinawa recently, not because it was a threat but because the Chinese pilot wasn't well trained.

Informed analysts said China's military leaders recognized the shortcomings of PLAN sailors and are seeking to train them better.

Sir, are you being an Indian again? There's concensus that the PLAN stands no chance against the USN this decade, not even in their own backyard, let alone their blue-water navy. China's still developing 3rd gen nuclear attack subs while the USN has 4th gen largely in service. The Chinese M. 46 torpedoes are a generation behind the American Mark 54. Let's not even mention the USN's experience in operating carrier battle groups and Aegis destroyers.

It's like saying the Indian navy won't stand a chance against the PLAN this decade. Though I don't think the IN will ever...

I don't know why you bolded that. It's saying that the US might be underestimating the Chinese due to over-confidence. It's better if you change it before others start dissing your English...

this is probably outdated.

the 3rd gen type 095 are rumoured being built already. 2 of them.

3.5 or close to 4th gen type 096 is rumoured scheduled at second half of this year. check : china-arsenal.blogspot.com/

As for India's Nuke attacked sub - it has to go a long way to reach the 1st generation yet....

. . .
man, china is catching up the US, fast !!!

In an analogy to warplanes, US attack sub is equivalent to "F-22A" and beyond; China's is equivalentto "J-10B" and beyond... India's, however, is still close to half a way through to make a "Mig-21".

EDIT:

sorry, not "Mig-21", which is one generation more advanced .

India's is still close to half a way to make a "Mig-15" in fact, in analogy to nuke attack subs.

Nope you are wrong . Your submarines are very loud and outdated . . Regarding Indian nuclear submarine it have high advanced propulsuin attained with russia help and you need atleast 10 years to catch up with our submarine

.
Chinese navy Is Much better but Sailor's should be trained With navies like France, Russia, germany to Accomodate New Technic's and modrem warfare training

:lol: :rofl::rofl::rofl::rofl::rofl:

Again, no one can stop your dreaming.

.
Seriously, you think you can build a better sub by yourself, than we can with Russian help?

What is wrong with you people?

It's good that you said "sorry", you really need it, because you are assembling, not making. There's a HUGE difference btw the two. :smitten:

well, you can say you are making plenty of future blueprints of advanced "next-gen" fighters (naval version of LCA etc, even with 1st gen LCA still no where in the sky ) ; tanks ( next gen more advanced aryan, with 1st gen basic arjun still wasted in workshops ) ; subs (next gen nuclear subs with empty shells, no corresponding missiles); and rifles ( next gen "starwar" insas, with current ones resemble those of post WW2)... I really try to be optimistic when look at them, you know.

Tell you what, I used to teach my neighbour kids paint those starwar-alike blueprints as well like you Indian scientists always do, but faster, with more colours and look fancier... perhaps your Indian Defence Industry can hire me instead? Hey, I will ask for less "kickbacks", that's another plus!

mate .. the fact PLAN is been compared to US navy show their state...
i dont believe US hs every bothered comparing its Navy with any other country... coz there could be no comparison but its is comparing PLAN so it takes PLAN as a future if not immediate threat!!!!!
So kudos to PLAN !!!!!
IN .... buck up mates ( u guys are doing grt anywayz :smitten::smitten::smitten::smitten:)

This is called ego factor which denies to accept reality.

su-30mki fully produced in India and we even sales spare parts to Russia and Malaysia

link:Malaysia Receives its SU-30MKMs

The SU-30MKM is an advanced variant, whose performance involves considerable improvements over SU-30MK/MKK fighters. Canards, stabilizers and fins will be manufactured by India’s HAL Nasik under a $25-30 million value subcontract.
