People who would be put on the restricted lists included those found to have committed acts like spreading false information about terrorism and causing trouble on flights, as well as those who used expired tickets or smoked on trains, according to two statements issued on the National Development and Reform Commission’s website on Friday.


Those found to have committed financial wrongdoings, such as employers who failed to pay social insurance or people who have failed to pay fines, would also face these restrictions, said the statements which were dated March 2.

It added that the rules would come into effect on May 1.

The move is in line with President’s Xi Jinping’s plan to construct a social credit system based on the principle of “once untrustworthy, always restricted”, said one of the notices which was signed by eight ministries, including the country’s aviation regulator and the Supreme People’s Court.

China has flagged plans to roll out a system that will allow government bodies to share information on its citizens’ trustworthiness and issue penalties based on a so-called social credit score.

However, there are signs that the use of social credit scoring on domestic transport could have started years ago. In early 2017, the country’s Supreme People’s Court said during a press conference that 6.15 million Chinese citizens had been banned from taking flights for social misdeeds.

Starting in May, Chinese citizens who rank low on the country’s burgeoning “social credit” system will be in danger of being banned from buying plane or train tickets for up to a year, according to statements recently released by the country’s National Development and Reform Commission.

With the social credit system, the Chinese government rates citizens based on things like criminal behavior and financial misdeeds, but also on what they buy, say, and do. Those with low “scores” have to deal with penalties and restrictions. China has been working towards rolling out a full version of the system by 2020, but some early versions of it are already in place.

Previously, the Chinese government had focused on restricting the travel of people with massive amounts of debt, like LeEco and Faraday Future founder Jia Yueting, who made the Supreme People’s Court blacklist late last year.

The new travel restrictions are the latest addition to this growing patchwork of social engineering, which has already imposed punishments on more than seven million citizens. And there’s a broad range when it comes to who can be flagged. Citizens who have spread “false information about terrorism,” caused “trouble” on flights, used expired tickets, or were caught smoking on trains could all be banned, according to Reuters.

But the system, as it stands, is opaque; citizens are seemingly just as likely to be flagged for minor infractions like leaving bikes parked in a footpath or issuing apologies that are deemed “insincere” as major credit defaulters like Jia. And it’s often unclear whether they’re on a blacklist in the first place, let alone what kind of recourse is available. “Chinese government authorities clearly hope to create a reality in which bureaucratic pettiness could significantly limit people’s rights,” Maya Wang, senior researcher for the non-profit NGO Human Rights Watch, wrote in December.

well I guess you have little experience living abroad -especially in those developed countries. Since India has a somewhat a natural economy and is largely a pre-modern society, so the "social credit system" may appear harsh to you, but at certain development stage, a maturing market economy and financial system simply demand such a system,as people‘s credit ratings become more and more crucial to all kings of economic activities and the function of the society as a whole

India will get there eventually... maybe by then you would understand

Not entirely correct , some developed countries do go by a similar social credit systems, India and also some other developed countries tend to put their faith in God,to keep em in line, in a very real way.

IF I was here for a popularity contest here, I would behave like you. Constantly on my knees in the adulation of the Chinese. While hollering hooting and cursin other countries members. While sounding completely fake and insincere given how you tell other countries how they should behave- and play the changed tune of "their country their rules" only when it comes to China.

P.S credit rating in our countries are not dependent on if we smoke or how we behave socially chineseturtle
