China to set up global satellite navigation system within 10 years - People's Daily Online November 17, 2010

After the successful launch of six navigation satellites, China is setting up the second generation of the Compass (Bei Dou) satellite navigation system to cover the Asia-Pacific region in 2012 and to establish a satellite navigation and positioning system with global coverage by 2020, a senior official said on Nov. 15.
Liu Lihua, a high-ranking official from the Ministry of Industry and Information Technology, said that the Compass satellite navigation system is a space-based radio navigation and time-transfer system to provide all-weather, all-time and highly-accurate location, velocity and time navigation information services for all types of users at the Earth's surface and near-Earth space.
It is significant national space infrastructure with a high value, the official said.
