China will build six new national research centers in a bid to transform the country into a leading power in science and technology, the Ministry of Science and Technology announced Monday.

The six are Beijing national research center for molecular sciences, Wuhan national research center for optoelectronics, Beijing national research center for condensed matter physics, Beijing national research center for information science and technology, Shenyang national research center for material science, Hefei national research center for physical sciences at the microscale.

The centers will be based on the current pilot national laboratories and discipline clusters, said Ye Yujiang, head of the ministry basic research department.

The ministry will speed up the building of the six national research centers and initiate new centers at proper time, Ye said, adding the country will initially establish a national research center system by 2020.

China has set the targets of establishing itself as one of the most innovative countries by 2020 and a leading innovator by 2030 before becoming a world-leading S&T power by the centenary anniversary of the founding of the People's Republic of China in 2049.

I don't know about Wuhan, but Beijing center for molecular sciences, condensed matter physics; and Hefei's center for physical sciences at microscale already exist.

Perhaps they are upgrading them?

Three national manufacturing innovation centres so far (the goal is to build 15 during 13th 5-year-plan)
The third one has just been announced in Wuhan.
These centres are part of the Made-in-China 2025 initiative.

长江日报融媒体11月26日讯(记者贺亮 通讯员万纤) 近日,记者从武汉市经信委获悉,国家工信部正式批复同意武汉建设国家信息光电子创新中心,承载解决我国信息光电子制造业“关键和共性技术协同研发”及“实现首次商业化”的战略任务,着力破解信息光电子“缺芯”的局面。

国家信息光电子创新中心是《中国制造2025》全国正式批复建设的第三家国家级制造业创新中心,同时也是湖北省获得的首个国家制造业创新中心,由武汉光谷信息光电子创新中心有限公司负责组建。在此之前,全国仅有落户在北京的动力电池国家制造业创新中心及西安的增材制造国家制造业创新中心。

国家制造业创新中心获批是承担使命开始建设的第一步,现有众多创新载体在“技术产生、扩散、首次商业化、产业化”的链条上衔接不畅,就像一颗颗散落的珍珠,建设国家制造业创新中心所承担的使命,就是跨越从实验室产品到产业化之间的“死亡之谷”,凝聚分散的创新资源和力量,完成把珍珠串成项链的关键一步。

商业化和产业化是信息光电子创新中心的发展方向,以市场为主导运营,实行股权制管理,武汉光谷信息光电子创新中心有限公司由光迅科技、烽火通信、亨通光电等国内多家企业和研发机构共同参与建设,汇聚了国内信息光电子领域超过60%的创新资源。

此次组建的牵头和发起单位光迅科技在国内市场份额连续十年位列第一,是国内唯一有能力对光电器件进行系统性、战略性研究开发的高新技术企业,光迅科技先后承担了863、973、科技支撑计划等130余项国家级项目,制定了国家和行业标准100余项。

国家信息光电子创新中心依托于武汉强大的光电子产业。早在2011年,武汉以光电子为代表的电子信息产业规上产值就突破千亿,跻身为第二大支柱产业,近几年来发展速度更是惊人。去年,武汉电子信息产业规模以上工业总产值翻番,达到2056.46亿元,同比增长15.2%。

目前,武汉聚集了联想摩托罗拉、烽火通信、富士康、冠捷、比亚迪电子等数家百亿级年产值企业,拥有长飞等一批全球冠军和单项冠军企业,国家存储器基地、华星光电T4、天马G6、京东方10.5代线等一批重大项目相继建设,以光通信、集成电路、新型显示、移动终端、地球空间信息为核心的世界级产业集群正在显现。

武汉信息光电子科研实力引领全国,42所高等院校及56个科研院所涉及信息光电子相关领域,拥有着两院院士66名以及从研发人员到技术工人全产业链的人才队伍。

“国家制造业创新中心的成功获批,意味着《中国制造2025》成功了一半”。武汉打造具有全球影响力的产业创新中心,需要一批重大的创新平台予以支撑,信息光电子创新中心将代表国家参与全球产业竞争。

根据国务院部署,国家制造业创新中心按照“因地制宜,差异发展”原则建设,“十三五”期间将在重点领域布局15家左右国家级制造业创新中心,每个产业领域仅布局1家。
