If Pakistan allows it, I think it would be better if China’s African Indian Ocean Command is set up at Gwadar Port to promote Gwadar’s economic development (Chinese garrison of 2,000 to 20,000 people can buy Pakistan’s food, drinks, clothing, haircuts, etc. and services such as water supply, electricity supply, gas supply,oil supply, etc. promote local economic development and business prosperity,with a permanent Aircraft carrier berth). On the other hand, it can protect the interests of China and Pakistan. Thirdly, it can help to contain India’s aggressive behaviors.
In order to show respect and gratitude to Pakistan, China should pay Pakistan at least 30 million U.S. dollars each year as a Gwadar military base rent(Every year, China pays Djibouti a rent of 20 million U.S. dollars as a rental fee for the Djibouti base).

China's deployment of the East African-Indian Ocean Fleet Command in the Republic of Seychelles is also a program that can be considered.
At the same time, China welcomes Pakistan’s establishment of a naval base in Hainan Province, China.

If Pakistan and China establish naval bases in each other's territory, China can pay 5 million U.S. dollars each year as a thank you fee for Pakistan.
