I guess so, I don't know off the top of my head how many Muslims are in China, but if there is a significant population, they probably ought to have observer status.

If I was a country, I'd consider observer status to the OIC like a supermarket loyalty card. Yeah you shop there sometimes, but the points aren't really worth having to carry the card around.
