China says ready for talks with India over UNSC reform

Sounding positive to US President Barack Obama's endorsement of India's bid for permanent seat in the UNSC, China said, on Tuesday, that it understands New Delhi's "aspirations" to play a bigger role in the UN and is ready for consultations with it over reform of the the world body.

"China values India's status in the international affairs and understands India's aspirations to play a greater role in the United Nations and is ready to keep contact and consultations with India and other member states on the issues of Security Council reform," Chinese Foreign Ministry Spokesman, Hong Lei said.

"China supports reasonable and necessary reform of the UN Security Council and will maintain priority to giving more representation to developing countries at UNSC so that they can play bigger role in Security Council," Hong said.

He said China wants democratic and patient consultations over the issue. "We hope all parties should continue to have democratic and patient consultations so as to reach a package of consensus on reform related issues so that negations will become a process to narrow differences, safeguard unity and realise a win-win scenario," he said.

Asked about Obama's assertion that US would also support India's membership for Nuclear Suppliers' Group (NSG), Missile Technology Control Regime, the Australian Group and the Wassenaar Arrangement, Hong said that all countries should respect their international obligation of non-proliferation. "China believes that countries under the precondition of respecting the international obligation of non proliferation have the right to make peaceful use of nuclear energy and conduct international cooperation in this field. Meanwhile it should safeguard the integrity and effectiveness of the international non proliferation regime," he said.

"We hope that cooperation between relevant countries could contribute to regional peace stability and development." The issue of India's permanent membership to the UNSC has always figured high in the talks between Indian and Chinese leaders. The issue was raised during President Pratibha Patil's visit to Beijing this year as well as External Affairs Minister S M Krishna's visit earlier. "China understands India's aspirations at the UN" was the standard phrase that came up with during the talks sounding cautious and ambivalent on the complex UNSC reform process.

China has also voted for India's candidature to the non-permanent seat at the UNSC. Obama's endorsement of India's membership leaves only China to take a stand on the issue as the other four of the five permanent members - US, Russia, Britain and France - have already conveyed their support for New Delhi's elevation to the top organ of the world body.

positive news...hope ,china decides to back India in UNSC permanent seat.

. .
we've already backed india before. the only country that was blocking your bid is US. if US stops, then all india has to do is propose and past the general council and its OK.

US: Check!
Russia: Check! (No need to even mention it lol)
France: Check!
UK: Check!
China: Somewhat dicey but positive signals coming in.

So what are we waiting for? Let's set the dice rolling! :agree:

.
this region is very complicated.
with anti china stance, its difficult for china to support india, specially when india-u.s r together n their objective is china

. .
i notice that china always only mentions about reforming unsc but she never talks about changing p5, so that means uncertainty still lies at indian path...

The dice have already been rolled.

Even with everything falling into place, it will take anywhere between 5-10 years, and potentially even longer than that, barring any sudden geopolitical events.

Sir I think they are talking that UNSC reform by 2011/12. So its mostly two years. As you said in geological scenario anything can happen thats why India will push for early reforms and for last ten years global geopolitical clout is getting more in favor of India.

.
yes its a good move because there will greater trade reforms between India and china and both the countries will have work together for development .............

I think the PROCESS will formally start by then, and will drag on for a few years after that.

I have no doubt India will get a permanent seat in due course, it is just that there will be a fairly complex process of negotiations that will take place before anything concrete happens.

China strikes positive note on India's UNSC seat

Tuesday 9th November, 2010 (IANS)

A day after US President Barack Obama endorsed India's bid for a permanent seat in the UN Security Council, China Tuesday said it is ready for consultations with New Delhi and that it is in favour of giving more representation to developing countries in the global body.

'China values India's status in international affairs and understands India's aspirations to play a greater role in the United Nations and is ready to keep contact and consultations with India and other member states on the issues of Security Council reform,' Chinese Foreign Ministry Spokesman Hong Lei told reporters in Beijing.

'China supports reasonable and necessary reform of the UN Security Council and will maintain priority to giving more representation to developing countries so that they can play bigger role in Security Council,' Hong said.

He stressed the need to evolve a consensus on the issue. 'We hope all parties should continue to have democratic and patient consultations so as to reach a package of consensus on reform related issues so that negotiations will become a process to narrow differences, safeguard unity and realise a win-win scenario,' he said.

The issue of UN Security Council reforms will figure in discussions during Chinese Premier Wen Jiabao's visit to India next month.

Asked about the US' expression of support for India's membership for Nuclear Suppliers' Group (NSG), Missile Technology Control Regime, the Australian Group and the Wassenaar Arrangement, Hong said all countries should respect their international obligation of non-proliferation.

'China believes that countries under the precondition of respecting the international obligation of non proliferation have the right to make peaceful use of nuclear energy and conduct international cooperation in this field. Meanwhile it should safeguard the integrity and effectiveness of the international non proliferation regime,' he said.

'We hope that cooperation between relevant countries could contribute to regional peace stability and development.'
