MANILA, Philippines — With China’s plan to hire thousands of English teachers from the Philippines, President Duterte said Beijing is preparing its citizens to learn English in preparation for the country’s eventual “takeover of the US” as an economic leader.

Duterte, who has been criticized for leaning towards China, made the remark during the signing of the memorandum of agreement between the Commission on Higher Education and several state universities and colleges for the implementation of the Free Tertiary Education Act.

“But on the other side of things, China is going to import many teachers beginning next year and they would need… so many thousands. They want to learn English. That is in preparation for the eventual takeover of the United States. The US owes so much, they did not pay. So they are all mortgaged,” the President said in apparent reference to the US government’s debt to China, estimated at $1.19 trillion as of March 2018.

“So, they are preparing to talk in English so that they can communicate… In truth, the US has not been paying its debts,” said Duterte.

Aside from China’s hiring of Filipino teachers, the President said the ageing countries are also looking at hiring Filipino nurses and caregivers.

In one of his speeches, Duterte earlier remarked that the Philippines would become a province of China in the wake of criticisms over his non-confrontational stance on territorial disputes in the South China Sea.

Yesterday, he expressed hope that the Philippines “in God’s time” will move forward economically, even cracking a joke about hiring foreign workers for the country’s service sector when that time comes.

He added, “Maybe in the fullness of God’s time, when we will also be rich, we would import Europeans, French and Spanish people and make them our boy” – a term that refers to house or errand boys.

“That’s what they did to us, isn’t it? We were subjugated for 400 years. Why should we not also give the courtesy in return? Let us look forward to a brighter future for our nation. We are uplifting the lives of Filipinos, I’ve said, and just keeping our fingers crossed,” the President said.
