China Military Advance in South China Sea to Test US Outreach / Sputnik International

China has confirmed military installations on an artificial island near the disputed Spratly islands, posing yet another test for US overseas military, diplomatic and political influence.

MOSCOW, November 23 (Sputnik) — China has allegedly boosted its military presence in the disputed area of Spratly Islands in the South China Sea by building an artificial island spacious enough to host an airstrip, thus raising security concerns of a key US ally in the region, the Philippines, as well as several other nations, including Republic of China in Taiwan, Malaysia, Vietnam and Brunei.

Several recent satellite images of the South China Sea, as disclosed by the British open-source intel publisher IHS Jane’s, have shown that China is building an 3,000 m long and 200-300 m wide island on Fiery Cross Reef, near the contested area of the mineral-rich Spratly islands. The artificial island is being constructed using multiple-operated dredging engines, which allow for quick terrain-generation. The machinery used by China is clearly visible on the pictures dated November 14, with harbor seabed sediment being piped towards the newly-created segments of terrain. The shots were made by Airbus Defence and Space, according to Jane’s.

Fiery Cross Reef has been occupied by China since 1988 but is also claimed by the Philippines, despite it being located west from the disputed Spratly islands area. It is controlled by China's People's Liberation Army Navy (PLAN), and about 200 Chinese military personnel are stationed there.

The Jane’s disclosures came on November 20, but the story gained further development on November 22, as a high-ranking Chinese military official spoke to foreign media, having confirmed the fact of construction works underway on Fiery Cross Reef. He said the artificial island will be used as an electronic surveillance base.

"There is a need for a base to support our radar system and intelligence-gathering activities," Jin Zhirui of the Chinese Air Force Headquarters said as quoted by the Asahi Shimbun.

The Chinese land reclamation works on Fiery Cross Reef was first spotted in early August. Development has greatly progressed since then, and some experts point out that China has already constructed several facilities on the newly-created terrain.

"The search made us realize we lacked sufficient air force capabilities in the South China Sea," Jin said. "There is a need for a base of operations in the South China Sea for state security and to protect national interests."

China’s construction works in the South China Sea is worrying for the United States, as such advance will only exacerbate the territorial dispute between China and the Philippines.

“We urge China to stop its land reclamation program, and engage in diplomatic initiatives to encourage all sides to restrain themselves in these sorts of activities,” Lt. Colonel Jeffery Poolof the US military said as quoted by South China Morning Post. China, in turn, rebuffed such claims, stating that it can undertake whatever activities it chooses in the South China Sea. Jin of Chinese Air Force also said that the other nations involved in the dispute have previously made significant military advances in the area."Although there are 50 islands and reefs in the Nansha islands, those belonging to China are the fewest in number, and China was the last to make advances there," he said.

China is making military moves in a disputed area not only to boost its presence in the region, but also to coerce other nations to decrease their scale of military development in the region. The Chinese radar station in close proximity to the disputed area will also allow Beijing to track activities on the Spratly airfield. Taiwan controls Itu Aba (Taiping) island, the Philippines have Pagasa island, Malaysia is holding Swallow Reef (a reef on which it reclaimed land and built an airstrip), and Vietnam controls Southwest Cay, and each nation operates an airfield on their islands.

Military installations on Fiery Cross also make China’s negotiating position stronger as long as the international community insists on peaceful diplomatic resolution of the territorial dispute. But the ultimate goal of China’s provocative activities towards its neighbors may be to test how far the US is willing to protect what their key allies consider in their own political interest.

Yongshu Reef project not a concern of US


The US military has urged China to halt its vast land reclamation project on the Yongshu Reef in the Nansha Islands on Friday. It claimed the project is one of several pursued by China and that it could accommodate an airstrip. The US hopes that China and other countries around the South China Sea cease such efforts.

According to Western reports, in the past three months, China built an island at least 3,000 meters long and between 200 and 300 meters wide. They believe China is building an airfield, which may change "the strategic landscape in the South China Sea."

In August, the US urged all sides to halt disputed actions, including construction. It seemed impartial, but its real intention was to contain China. In previous years, Vietnam and the Philippines have done whatever they could, such as constructing facilities and allowing people to dwell on the reefs in the Nansha Islands. But when China recently gained the ability to do the same, the US stood up and urged all sides to stop these projects. This shows particular bias.

The US is not a claimant of the South China Sea. China does not support any intervention by external countries in disputes in the South China Sea. The US is even more unwelcome when it acts selfishly. China's construction on the Yongshu Reef will not be affected by US words.

The Yongshu Reef is China's territory and is under actual control of China. Due to the existing competition in the South China Sea, Vietnam and the Philippines are expected to make a mountain out of a molehill, yet they should still restrain their stances.

The Yongshu Reef is becoming a big island, which shows China's prominent construction capabilities. More importantly, it is worth noting that China's projects have avoided direct conflicts with Vietnam and the Philippines. It shows that China cherishes peace in the South China Sea. China will not take the initiative to compete with Vietnam and the Philippines to get the land by force, although China occupies an advantageous military position in the South China Sea.

Vietnam and the Philippines should get used to China's island-construction in the South China Sea. We hope that the US can also get used to China's more frequent presence in the seas. China has never openly urged US aircraft carriers to stop cruising in the South China Sea. US surveillance flights have often flown close to Chinese territory, which is even more unacceptable. Now the Pentagon points the finger at China over its island construction to display its smugness, and we should just ignore it.

China's policies on the South China Sea will remain pragmatic. It is hoped that the US will stay calm and strike a balance when dealing with China over the South China Sea disputes. The world should be able to see that China has tried its best to avoid the sharpest disputes in the Nansha Islands when it acts on the Yongshu Reef.

If one looks at how a powerful party usually behaves over territorial disputes, one will realize that China's reputation for being "tough" is utterly groundless.

I hope the CCP leaders doesnt possess this kind of logic. These kind of logic may work to rile up nationalism domestically, but it won't work in international court.

Guam is not legally a disputed territory. It is a natural island. The US is not signatory to UNCLOS, they are not bound by this international convention and law.

These man-made Islands are built on disputed territories. These kind of land reclamation activities on disputed territories may be illegal under UNCLOS and other international law. Unlike the US, the PRC has binded itself to UNCLOS.

‘Biased US won’t affect construction’: China counters criticism of artificial island project — RT News

China has cautioned that US warnings to halt construction of a massive artificial island and airfield will not deter it from completing the project in disputed waters of the South China Sea. This is the fourth such undertaking in the last 12-18 months.

China’s top general has defended the construction of the 3,000-meter island as “justifiable” in a scornful response to swift American criticism that followed evidence of large-scale military construction on the Fiery Cross Reef in the Spratly Islands area.

China currently claims almost all of the South China Sea, with some claims being leveled by Malaysia, Vietnam, Brunei, Taiwan and the Philippines. However, its land reclamation projects have been causing the West and its strategic partners in the area a headache, owing to the already-tense political situation in the region.

Despite this, of all the claimants in the South China Sea, China is the only one currently not occupying an island with an airfield.

"The US is obviously biased considering that the Philippines, Malaysia, Vietnam have already set up military facilities," People's Liberation Army Major General Luo Yuan told the state-run Global Times newspaper, as cited by AFP.

Although China said on Monday that its construction is aimed "mainly to improve the living standards of the reef-stationed soldiers," a report by IHS Jane’s Defence says that a harbor has been dug on the eastern side of the reef, which appears to be large enough to take in tankers and warships.

US criticism followed just days after the report.

"We urge China to stop its land reclamation program, and engage in diplomatic initiatives to encourage all sides to restrain themselves in these sorts of activities," US military spokesman Lieutenant Colonel Jeffrey Pool told reporters.

To this China replied that the US is “not a claimant” in the South China Sea, with a later editorial in the Global Times adding that it has been behaving “selfishly” in the region.

"China's construction on the Yongshu Reef will not be affected by US words," the editorial added.

Other similar Chinese projects include artificial islands at three other reefs, but none were large enough to include an airstrip, which put China at a great disadvantage to its neighbors.

Still, according to the initial report, the quality of the materials is far superior to that of other claimants, and taken together with China’s much greater military prowess, “the facility appears purpose-built to coerce other claimants into relinquishing their claims and possessions, or at least provide China with a much stronger negotiating position if talks over the dispute were ever held.”

Construction activity in the Fiery Cross Reef dates back to May, with observers spotting dredging ships, which are instrumental to digging out channels and making harbors.

South China Sea disputes are numerous and involve claims to both islands and maritime space. The Paracel and Spratly Islands are the prime disputed land resources.

The strategic value of the area is great. Rich in oil and natural gas, it also provides for very convenient shipping lanes.
