In order to do so he have to take such statements out to the public so he'll be seen as the man in charge.

My own thinking on the matter (admittedly, I've only become recently interested) is that while both Iran and Turkey have a hostility toward Israel for religious reasons, Shiite Islam has a particular property that I think is important: vilayat-e faqih. All Shiite militias like Hezbollah, the PMU, etc. ultimately answer - by creed - to one man, Ayatollah Khamenei (basically the Shia pope). They are under his total control. Like any powerful politician, he is concerned with surviving and maintaining his power before anything else; that means he can be dealt with as a rational actor.

The Sunni branch, by contrast, is a lot more like Protestantism - no central authority like the pope or Ayatollah. That means that the Sunni terrorist groups answer to nothing but their own psychotic, bloodthirsty whims. They are basically rabid dogs, and countries like Turkey and the Gulf petromonarchies do nothing but feed them and set them loose on the world. Ultimately, I feel like these Sunni groups threaten Israel more than the admittedly better organized and cohesive Shiite groups because the former can't be bargained with while the latter can.
