We all know what happens when countries, including some in Africa, can't repay their soft loans from China. It gets written off.

For their cooperation on the South China Sea issue, Cambodia gets a nice $500 million dollar reward from China. I don't think an anti-China communique will ever come out of ASEAN.

China's message to ASEAN is pretty simple. Play ball and generous economic rewards are waiting. Take a hard line and you'll be staring at Chinese warships pretty soon. What's it going to be? Do you want the cash or the cannon?

(Reuters) - China has pledged more than $500 million in soft loans and grants to Cambodia and Prime Minister Wen Jiabao thanked it for helping Beijing maintain good relations with the regional grouping ASEAN, a Cambodian junior minister said.

A summit of the 10 members of the Association of Southeast Asian Nations (ASEAN) in July failed to issue a joint communique for the first time in the group's 45-year history after disagreement over the wording of a section on territorial claims in the South China Sea.

Cambodia, which chairs ASEAN meetings this year, was accused by some countries in the group of stonewalling in support of its ally, China.

The South China Sea has become Asia's biggest potential military flashpoint. China's claim over the huge area has in particular set it against ASEAN members Vietnam and the Philippines.

Four loan agreements for unspecified projects worth about $420 million were signed when Cambodian Prime Minister Hun Sen visited China over the weekend, Secretary of State for Finance Aun **** Moniroth told a briefing late on Monday.

Another three loan agreements, worth more than $80 million, are expected to be signed this year, Aun **** Moniroth said, adding that Wen had also promised a grant of 150 million yuan ($24 million) as "a gift" for Cambodia to use on any priority project.

"The Chinese government also voiced high appreciation for the part played by Cambodia as the chair of ASEAN to maintain good cooperation between China and ASEAN," Aun **** Moniroth said.

According to China's Xinhua state news agency, Wen said China "will closely coordinate with Cambodia and support the country to make the upcoming series of meetings for East Asian leaders a success". Those meeting are in Cambodia in November.

Chinese investment in Cambodia totaled $1.9 billion last year, more than double the combined investment by ASEAN countries and 10 times more than the United States, which is trying to extend its influence in the region.

Aun **** Moniroth said Premier Wen had given "positive consideration" to Hun Sen's proposal that China provide new loans of between $300 million to $500 million per year for the next five years for unspecified projects.

He also said a Chinese firm planned to invest $2 billion to build a steel plant in Cambodia employing about 10,000 people and with the capacity to produce 3 million tons of steel a year. He gave no details so it was not possible to verify how far advanced the plans were.

Madam Clinton asked Cambodian pay back debt from time of Lonol, Hunsen answered that it was dirty Debt and don't pay back, in future they can say in the same words to such loan from china.


Some debts are not meant to be payback and this might be one of them, but don't worry, China will benefited in more ways than one before she asks for repayments. You ever heard of a banker in the short end of a deal?

Nothings more than China paid for Cambodian to his boycott on last ASEAN summit in Phnompenh recently.

China as big lender to Vietnam

China has never been listed among the big ODA (official development assistance) providers to Vietnam, and it has never been listed in the top 10 of foreign direct investors in Vietnam.

Over the last 20 years, China has made only $3.184 billion worth of foreign direct investment (FDI) in Vietnam, ranking 14th among the 92 foreign investors in the country. In 2010, China ranked 11th with the total investment capital of $364.6 million, accounting for just one percent of the year’s total FDI.

However, in fact, Chinese capital invested in Vietnam so far proves to be not small. There have been no official statistics about the Chinese capital flow, but it is clear that low-interest rate loans sourced from China have been used in many industries in Vietnam, especially from China Eximbank.

Four out of nine power projects developed by the Vietnam Coal and Mineral Industries Group (Vinacomin) use loans from China. These include Cao Ngan, Son Dong, Cam Pha and Mao Khe projects.

The power projects developed by the Electricity of Vietnam have also been using loans sourced from China, including Quang Ninh 1 and Quang Ninh 2, Hai Phong 1 and Hai Phong 2 and the expanded Uong Bi thermopower plant.

Most recently, on December 18, 2010, the Ministry of Finance signed an agreement on the loans worth $300 million from China Eximbank which will be used for the Vinh Tan power plant project.

Chinese capital has been used not only in power sector. The loans from Eximbank have also been present in key projects in other sectors. Vinachem is using $500 million worth of Chinese capital for a fertilizer production project, and the Vietnam Plastics Corporation is also using the preferential loan worth 50 million yuan.

HA NOI — The State-run China Development Bank (CDB) will lend the Bank for Investment and Development of Viet Nam (BIDV) US$200 million to develop electricity, telecommunications, agriculture, transport, light industry and building material projects under a credit contract signed yesterday.
The money will be paid back to the Chinese bank over five years.
Speaking at the signing ceremony, director of the CDB's branch in Guangxi Bai Yingfu said he hoped co-operation between the two banks would become a model of working together for the two countries.
They also discussed co-operation opportunities in other sectors including houses for low-income earners and through the ASEAN-China Inter-banking Association.
A letter of commitment to this effect was signed in Ha Noi on Wednesday by the two banks' representatives in the presence of Vietnamese Vice President Nguyen Thi Doan and her visiting Chinese counterpart Xi Jinping.

Chinese bank offers loans to thermal power project

(VOV) - The People’s Bank of China (PBC) will inject US$143 million into the ongoing An Khanh Thermal Power Plant 1 project in the northern province of Thai Nguyen.

A signing ceremony for loan contracts between the PBC and An Khanh Electricity Joint Stock Company took place in Hanoi on December 22.

Stage one of An Khanh Plant 1, with the capacity of 100 MW, started in January last year, with a total investment of US$168 million.

The plant’s first turbine is scheduled to become operational by September 2012, with the second to follow in the second quarter of 2013.

Once completed by the third quarter of 2013, the plant will be connected to the national grid and generate 800 million KWh per year.
