You aren't seeing the big picture on infrastructure.
US infrastructure goes all the way to most individual homes not just brand new highways that crisscross a country or billions spent on a few big cities..
All of which are outdated. A boulevard of Cairo. Nothing like your American town, village or city:

How about what the infrastructure might look like outside of Cairo where more than 90% of the country actually lives
It's still not as dense as your typical American town. Not to mention houses are also designed much larger.
